Man's body pulled from lake after boat overturns, search for 2nd man underway by Chris Dyches

FORT MILL, SC (WBTV) -
Officials in South Carolina say they have pulled the body of a man from a York County lake on Friday morning after finding an overturned boat in the water. The search for a second man is underway.

South Carolina Department of Natural Resources officials say they pulled a body from Lake Haigler, in Fort Mill.

That man was later identifed as 68-year-old Joseph Jeter.

Family members at the scene told WBTV that Jeter was in the boat with his friend, 62-year-old John Wilson.

Investigators have been searching the lake since finding an overturned boat around 7 p.m. Thursday night. On Thursday night, SCDNR crews used sonar to see if they could locate a body in the lake.

Officials say the two men are from Rock Hill.

Investigators told WBTV they found a truck without a car battery near the lake.

They believe the truck belongs to one of the men and think the pair was using the battery as a trolling motor, which isn't uncommon for fishermen.

Family members say Jeter leaves behind seven children. Crews are continuing to search of Wilson, a father of six.

Oil-Driller Father, Son Drown in "Devil's Pool" as Fambly Watches
By Lauren DiSanto, Dan Stamm and David Chang | Sunday, Sep 8, 2013 | Updated 9:37 AM EDT

Father-Son-Drowning.jpg

Sheboon Michelle Luciano is still coping with the painful reality. Her son and husband are gone.

"I couldn't sleep," she said. "Because my baby wasn't there."

Michelle's 13-year-old son Jordan Luciano and her husband Pete Luciano died in the waters known as "Devil's Pool" in Pennsylvania Friday afternoon as three of Pete's other children watched.

Pete Luciano, of Gowen Street in the Cedarbrook section of Philadelphia, was at Wissahickon Creek with his children on Friday around 2:40 p.m. when Jordan Luciano began to have trouble swimming. Luciano jumped in to help his son but both Lucianos didn't resurface.

"Our dad went to get him and he didn't come out," said Jordan's borther, Justin Luciano.

Luciano's other children ran to nearby Valley Green Inn to get help, Philadelphia Chief Inspector Joe Sullivan told NBC10.

The kids ran to the inn, and the inn used its land line to contact dispatchers, since cell service is spotty in the area where the father and son went under.

By the time the police marine unit arrived it was too late. The bodies of the teen and his 41-year-old father were pulled from the creek near Valley Green Road and Forbidden Drive just after 4 p.m.

"Jordan was my baby," Michelle Luciano said. "My sweatheart. He would wake up every morning and say good morning. I will always be indebted to him[[Pete Luciano]]. In life and memory. He risked his life to save our baby."

The Wissahickon Creek runs about 22 miles long from Lansdale in Montgomery County into Philadelphia where it flows into the Schuylkill River. It is illegal to swim in the section of the creek where the man and his child drowned.

NBC10's Daralene Jones searched police records that show 17 people have been rescued from the creek since 2010. Police say warning signs are posted near the area because the waters are shallow and then instantly drop.

Jordan's older brother plans to petition the city to seal dangerous creeks and rivers off in the hopes of preventing another loss of life.

Boy Dies After Distress at School Pool
Saturday, Sep 14, 2013 | Updated 4:41 PM EDT

A New Jersey boy has died two days after he was pulled from the swimming pool of an independent secondary school in Connecticut.

Suffield Academy Headmaster Charlie Cahn said on Saturday that 14-year-old Iheanyichukwu Anyanwu was from Irvingston, N.J. The ninth grader died Friday at Baystate Medical Center in the western Massachusetts city of Springfield.

Cahn says the boy, of Nigerian descent, was in the pool very briefly but needed to be rescued. An athletic trainer who was also on the pool deck immediately performed CPR. Paramedics who responded to the scene delivered emergency care and took the boy to hospital.

Cahn says the community is in shock and devastated “at the loss of this exceptional young man.” The school is trying to figure out what circumstances might have led to the tragedy.

Robert Earl Teague

Body found in Troy pond identified as missing man by John Shryock

TROY, AL (WSFA) -
The Troy Police Department is confirming what many had already suspected following the discovery Wednesday of a bond in an area pond.

The Alabama Department of Forensic Sciences identified the body as being that of missing Troy resident Robert Earl Teague. The 44-year-old went missing on Saturday, September 14.

Teague was last seen on Diana Street, the same street where landscaper and Pike County Commissioner Homer Wright discovered the remains while cutting grass.

The Troy Police Department says no foul play is suspected in Teague's death, but the case remains under investigation.

Drowned teen warned against swimming 4 times: report
By Josh Saul

Jean Fritz Pierre

A Brooklyn teen who drowned on a class trip upstate was warned four times to leave the lake before he drowned – and even cursed at fellow students who told him swimming wasn’t allowed, according to a report released Tuesday by the special commissioner of investigation.

But the report – which found no wrongdoing by a Department of Education employee – also revealed that a teacher and a park employee who told Jean Fritz Pierre, 16, to get out of the lake, left the area without making sure the teen stayed on dry land.

International High School teacher Randy Calderone told Pierre and another teen to get out of the water after he spotted them splashing each other about three feet from shore.

“Calderone told the boys that no one was allowed in the lake and they responded, ‘OK’ … Calderone instructed them to get their stuff and come down the path because they had to board the bus,” the report states.

“Calderone and his group continued down the path and he thought that Pierre and Student B were with them,” according to the report.

And earlier that afternoon a Bear Mountain State Park employee in a motorboat told Pierre to get out of the water – but like Calderone, he did not remain to ensure Pierre stayed out.

“Pierre started to come out of the water, but when the boat left, Pierre entered the lake again,” the report states.

Pierre drowned June 24 while on a trip to the Rockland County park with his class from his Prospect Heights high school.

SHREVEPORT, LA (KSLA) -
A well-known Shreveport restaurant owner has died after falling in the water at a Cross Lake marina Tuesday afternoon.

It happened just after 2 p.m. at Melvin's Landing in the 1500 block of Cross Lake Boulevard.

Friends of Orlando Chapman, Sr. told KSLA News 12 that they were on the dock working on a boat when they heard a splash and Chapman was gone.

The Shreveport Fire Department was called, and two rescuers dove in to search for him. The man was found directly under the boat, in 8 to 10 feet of water.

Witnesses say he was not breathing when he was pulled out of the water. Emergency responders did CPR and advance live support treatment on the man for several minutes before he was placed into an ambulance and rushed to Willis Knighton North.

He was pronounced dead at the hospital. Chief of Special Operations and Safety Scott Wolverton says the exact cause of death is still under investigation.

Family pastor Bishop Larry Brandon is at the hospital with Chapman's family and told KSLA News 12 that it is the longtime local seafood restaurant owner. That was later confirmed by Chief Deputy Caddo Parish Coroner Joe Johnson.

Chapman owned Brother's Seafood in Shreveport and Bossier.

Shreveport Mayor Cedric Glover released a statement late Tuesday afternoon in response to Chapman's death. "This certainly is very sad and tragic news. Orlando was a well-known, well-liked businessman who took great pride in his work and displayed sincere joy in connecting with his customers on a personal level. He had a strong sense of community and I truly appreciate the passion and vision he had to incorporate many of the traditions started by the founders of Freeman and Harris Cafe, one of Shreveport's most historic and unique landmarks.

His presence will be deeply missed. My thoughts and prayers go out to his family and friends."

CHATTANOOGA, TN (WRCB) -
The community of Cromwell Hills came together today in memory of two 11-year-old boys who drowned nearly two weeks ago.

Dozens of people crowded around a memorial cross for Kentory Ray and Thomas Ruffin.

Family members say it's been a difficult couple of weeks, but they know both are in a better place.

"Like for the past few weeks it's just been the only thing on my mind."

Siblings of Kentory and Thomas spoke out about their brothers, nearly 2 weeks after their deaths.

"He was smart and talented," said Tyrel Williams. :noway:

"He was sweet and compassionate like, he really cared for this family and his friends."

Kentory and Thomas went missing on September 22nd while playing near South Chickamauga Creek.

Search crews found both bodies the next day.

"It was heartbreaking. I was shocked," said DeShayla Rice, Cousin of Thomas.

"It was just hurtful it was just painful. If you have kids you can imagine," said Tasha Williams, Thomas' Step-Mother.

Williams says the family has seen overwhelming support after such a great loss.

Today was no different as the families gathered to hold a vigil in memory of the two 11-year-olds.

"A lot of people showed up. I didn't know it was going to be this many people," said Nikki Smith.

Both families said this vigil provided the closure they needed.

"You can't believe he's gone but all you've got is good memories." And all the bad memories you will never have like him being sentenced to a long prison term for TNB.

I know he's in a better place, that he's an angle up in heaven with God," said Williams. "Even though he's gone, he's still bringing everyone together and that's what I just love. He's still working his magic."

Williams says more than 450 people attended to the funeral.

She says that proved how much both boys were loved in the community.

Qwentyn Hunter (good niglet)

Boy Drowned in Cruise Ship Pool by Liz Fields
Vid at link

A weekend cruise aboard the Carnival Victory liner turned tragic when a 6-year-old boy drowned in one of the ship's four pools.

Qwentyn Hunter, 6, of Winter Garden, Fla, died Sunday during the final leg of the ship's Caribbean cruise.

Carnival Cruises confirmed that they do not have lifeguards on duty or fencing at their pools, but require children under 13 to be supervised by an adult.

Qwentyn's death is "too much" for Jeff Callender, a family friend who also who also represented the boy and his brother at Ariza Modeling and Talent Agency in Longwood, Fla.

Callender described the boy as a "beautiful, precocious and handsome boy."

"Those ears, he knew how to move his ears," said Callender. "His parents are good, Christian people. They run a Christian daycare. It's a beautiful family." They are niggers, niggers don't watch their sprogs and pickaninnies, they expect somebody else to do that for them.

The boy had been swimming with his 10-year-old brother when his submerged body was spotted, according to a police report. There's your prime suspook right there!

Passengers pulled him out and attempted to perform CPR, but he was pronounced dead at the scene.

Family members were also around the pool at the time, the report said.

The Miami-Dade Police Department's Detective Javier Baez confirmed that an investigation is continuing into the death, although the incident is presumed accidental and no foul play is suspected. Well, being niggers, and the 10 year old pickaninny was there, homeycide was a possibility, knowha'm'say'n. Jealously, knowha'm'say'n, that's the motive.

"Carnival extends its heartfelt sympathy to the family during this very difficult time," the company said in a statement. "The company's CareTeam is providing assistance and support."

The boy's drowning comes as Carnival Cruises struggles to restore public confidence after a recent spate of highly publicized disasters.

In February an engine room fire caused the Carnival Triumph to breakdown, leaving more than 4,000 passengers and crew stranded for nearly a week in the Gulf of Mexico.

After power went out during that incident, passengers texted ABC News that sewage was seeping down the walls from burst plumbing pipes, carpets were wet with urine, and food was in short supply.

In April, the Carnival Ecstasy liner also briefly lost power at sea, leaving its approximately 2,000 passengers and 920 crew members in the dark for 12 minutes before power was restored.

That same month, high winds caused the Carnival Triumph to break loose from its moorings at a dock in Alabama, sending two dock workers into the water and passengers aboard on a scary ride downriver.

http://abcnews.go.com/GMA/video/carnival-cruise-ship-triumph-breaks-loose-dock-amid-18877792

Then, in May, two passengers on a cruise to the South Pacific went missing from the Carnival Spirit after falling overboard off the coast of Australia.

Carnival Corp. announced in June that its longtime CEO Micky Arison will step down after a series of ship mishaps that have prompted the cruise ship operator to offer steep discounts.

The company carries approximately 4.5 million passengers annually, making it the largest cruise line in the world.

BUT WAIT THERE'S MORE!

Child Drowns In Pool On Carnival Cruise Ship

...Hunter was a "sweet kid, very precocious," according to Jeff Callender, owner of Ariza Talent and Modeling Agency. Callender said the agency had been working with Hunter for half a year and he had been on four auditions.

"He had a bright future in entertainment," he said. The agency's website shows Hunter with an expressive face, smiling and joking in five photos. "The thing I found most beautiful about him, he knew how to move his ears," Callender said.

The body of Michael Moses Ward, one of two survivors of the 1985 bombing of the militant group MOVE in a Philadelphia neighborhood and the only child to make it out alive, died last month aboard the Victory. His body was found in a hot tub aboard the same ship where Hunter died, and he also apparently was the victim of a drowning. ... While we are celebrating waterlogged niggers, might as well celebrate this other one too, knowha'm'say'n.

Fambly Sues Over Drowning Death of Son at West Phila. Rec Center
December 12, 2013 1:33 PM
By John McDevitt

PHILADELPHIA (CBS) — The family of a boy who died after being pulled from a city pool over the summer has filed a lawsuit against the City of Philadelphia and the private company in charge of watching the child.

Seven-year-old Afreakan Rockfish Jabriel O’Connor died after he was found at the bottom of a city swimming pool in the Cobbs Creek section of the city (see related story).

Now, the boy’s parents are suing the city and the company running the day camp that brought the kids to the pool.

“He was supposed to be properly supervised by a private corporation known as Travelers Aid, and of course was to be properly watched by the lifeguards, all of whom who were not paying attention,” says Andy Stern, a jew attorney for the fambly. “It was so bad that he sustained a heart attack. He was rushed to CHOP (Children’s Hospital of Philadelphia). Ultimately, he was declared brain-dead. Life support measures were withdrawn the next day, and his organs were donated.”

Stern says the private company was alerted that the child was unable to swim. He also says he made offers to settle out of court but counsel for the parties involved refused.

David 'Turtle Bait' Taylor

Pumps draw down lake as search cost for missing fisherman tops $100K
Lots of photos and vids at link

AUTAUGAVILLE, AL (WSFA) -
Officials in Autauga County feel like they're getting close to finding the body of a fisherman who went missing in Autaugaville on December 8.

It's been more than a week since the search started for 43-year-old David Taylor after he went to a 17-acre gravel pit in Autaugaville to do some fishing. To date, the only things that have been found in connection to Taylor are his canoe (floating upside down) and his boots, found by divers on Dec. 9.

Authorities continue the process of lowering the water level with massive pumps that can draw more than 10,000 gallons of water per minute. The water is being pumped into a nearby creek.

Officials with the Autauga County Sheriff's Department estimate the cost so far in the search effort has topped at least $100,000 and the operation is ongoing. The water pumps will continue to pull water from the lake into the overnight hours.

While they have not said specifically what they've found, authorities will say that Wednesday morning they found evidence that leads them to believe they'll soon locate Taylor's body in the lake. And if you don't?

Meanwhile, Taylor's family, friends and the community continue to wait for answers. They held a community candlelight vigil Monday evening.

The search by divers, crews with cadaver dogs, and from aircraft above has stretched more than a week with no signs of Taylor who took a last-minute fishing trip to the lake off Fulton Road in Autaugaville on December 8.

Autauga County Commissioner Ken Glover says 17 agencies from as far north as Hunstville have been on hand for the search, not excluding non-profits like the Red Cross.

Last Friday, canine search units independently hit on the same location on the lake when taken out one-by-one by boat.

Many among the search and rescue team believe Taylor is in the water, and despite frustration, some still have hope he could be alive.
He might be alive and well shacked up with some ho, knowha'm'say'n.

From the very beginning Autauga County Sheriff Chief Deputy Joe Sedinger ruled out foul play. Chief Sedinger says the biggest challenge for divers isn't the water temperature, which is around 47 degrees, but the thick undergrowth below the water and there is zero visibility.

The search has been temporarily halted each evening as the sun has gone down, but it has picked up again the next morning.

Taylor's family visited the search scene Friday and were able to see how many people are searching for their loved one.

Taylor's sister, Denise Taylor, admitted her fragile hope became even more precarious after learning divers found her brother's canoe and boots.

"When I saw the boots, that upset me," Denise Taylor said.

Childhood friend and sometimes fishing buddy Nicky Wells says something isn't right about this situation.

"David always fished from the banks and never went into a boat. He may have but I don't believe it. The boat didn't have any paddles," Wells said. Nigga be with some ho, knowha'm'say'n.

The irony about David Taylor's disappearance from the water is he saved a teenage boy from drowning during a family reunion a few years ago in Calera, according to family members.

"He jumped in and got that teenager out, so he knew how to swim," Taylor's sister said.

Sedinger's most difficult job for now is remaining hopeful for the family but honest as well. It's a hard balance to strike sometimes.

"This is difficult because there are some things you just don't bring up to the family. Maybe David somehow climbed out. We don't know," Sedinger said.

DNA, family ID 2012 drowning victim

NEWPORT NEWS, Va. (WAVY) - It took more than a year, but police have identified a man who drowned at Peterson’s Yacht Basin in September 2012.

A man’s body was found next to a marshy area in Peterson’s Yacht Basin and there were no visible signs of foul play. His cause of death was determined to be drowning.

In October, the Newport News Police Department released a sketch of what the man may have looked like before his death in hopes someone would be able to identify him.

Two months later investigators had their answer. Michael Ruff, 50, was identified by family and DNA analysis, the Newport News Police Department announced Friday.

Ruff was homeless at the time of his death.

Body of fisherman missing for two weeks found in Autauga County pond by Todd Dewey

Autauga County -
It was exactly two weeks after David Taylor went missing when authorities in Autauga County found his body tangled in seaweed about five feet below the surface of the pond that he was fishing in.

Taylor went missing on December 8. It is believed that his canoe capsized in the pond off of Fulton Road in Autaugaville. The Autauga County Sheriff's Office says Taylor's truck and tackle box were found, along with a boot and an upside down canoe in the water.

Officials say they pumped around 20 million gallons of water out of the area over a span of 50 hours to find the body. Even in deaf, a nigger will cost you time, energy and money, knowha'm'say'n.

GORDON COUNTY, Ga. —
A north Georgia community is mourning a middle school student who fell into a frozen pond near his home.

Channel 2's Ashley Swann traveled to Gordon County to speak with the sheriff and friends of Joseph Attoh about the heroic efforts to save the 13-year-old.

“We’ll miss him a lot,” family friend Becky Walters told Swann. “He was just a fantastic kid."

Walters says she and her neighbors are heartbroken over Joseph’s death. He was her son’s best friend.

She said he and several other boys were playing on the frozen pond Thursday afternoon when they fell in the water.

“That’s where they go fishing during the summer, ride four-wheelers around us,” said Walters. “But there's nothing there to keep them from getting on ice or anything."

All of the other boys fell in the water but were able to get themselves out, but not Joseph.

Gordon County Sheriff Mitch Ralston tells Channel 2 Action News that rescue crews went to extreme measures to save him, using four-wheelers to navigate the rough terrain and frozen conditions just to reach him.

“They wanted to find that child,” Ralston told Swann.

The sheriff said rescue crews didn't hesitate to get into the frozen pond themselves. Pictures show them neck deep in the water trying desperately to find the boy alive.

"I am so proud of the way the men responded because there's not too many people that would enter into freezing water like they did,” said Ralston. “They showed great compassion, great bravery.”

With the help of the local fire department, crews finally did find Joseph and rushed him to an area hospital. Sadly, it was too late. Ralston estimates he had been in the water around 40 minutes.

“My heart goes out to him and his family,” said Walters.

Walters said she had warned the boys to stay off the pond, a warning that makes the loss especially heartbreaking.

“We kept saying last night, 'Why didn't he listen? Why didn't he listen?' But they're kids. You don't think that’s going to happen to you,” Walters told Swann. “If anything comes of this, I hope that they drain it and fill it, or put a fence around it. That way we won't have to suffer like this again."

Teacher arraigned in East Detroit High School pool drowning death of 13-year-old KeAir Smith

EASTPOINTE, Mich. (WXYZ) - Johnathan Sails, 24, was arraigned on charges of involuntary manslaughter in the death of 14-year-old KeAir Swift, who drowned during a swimming class last November.

Bond was set at $25,000 personal. Sails will appear in court again on March 19.

Swift was a student at East Detroit High School. According to Macomb County Prosecutor Eric Smith, Sails is responsible for his death.

Smith told 7 Action News the teacher displayed gross negligence in supervising the remedial swimming class. “The defendant misrepresented that he was certified through the Red Cross as a lifeguard, which is what you need pursuant to state regulations to teach a swimming class,” said Smith.

To make matters worse, according to the prosecutor, the instructor was in the bleachers with other students when things went bad and failed to react appropriately to a life-threatening situation.

“He was not in swimming attire,” said Smith, a requirement of state regulations. “When he went down to the pool and saw KeAir at the bottom of the pool, he did not jump in, he went to the locker room to change into swimming attire,” Smith said.

Smith says the vice principal of the high school eventually dove into the pool to bring KeAir out of the water but by then, it was too late the youngster.

Substitute swim teacher pleads not guilty in drowning of East Detroit student

Johnathan Sails of Detroit, right, appears before Judge Carl Gerds in Eastpointe's 38th District Court on Wednesday, Feb. 12, 2014.

Prosecutor: East Detroit swim instructor changed clothes rather than save drowning teen
A not guilty plea was entered this morning for a 24-year-old teacher charged in the drowning death of an East Detroit High School student last year and bail was set as a $25,000 personal bond. .

Johnathan Sails of Detroit appeared before Judge Carl Gerds in Eastpointe’s 38th District Court for his arraignment on a charge of involuntary manslaughter. As a condition of his bond, Sails cannot teach any class in which he is not certified.

Authorities say Sails misrepresented his certification and was in the bleachers rather than at poolside when 14-year-old KeAir Swift (aka rockfish) was struggling in the East Detroit High School pool last year. Swift later died.

Sails, who was a physical education substitute teacher, is charged with involuntary manslaughter, which carries a possible 15-year prison sentence if convicted.

Eastpointe Police Detective Matt Merlo told Gerds that Sails laughed when students initially told him KeAir was in trouble, and then when he realized what was happening, Sails went to the locker room to change his clothes rather than immediately try to help.
(yo homey, Ize nots going to gets me fancy negro threads wet, noamsaying?)
Merlo noted that Sails has been cooperative and has no criminal history.

Sails’ attorney Robert Leonetti of Mt. Clemens, noted that Sails has a master’s degree and is not a danger to society.

“He’s not going to be somebody who’s not going to show up” for court, said Leonetti, who declined comment after the hearing.

A preliminary examination was scheduled for March 19.

KeAir, who lived in Detroit, was taking part in a three-week beginner swim class.?

Sails is an employee of an outside contractor — Professional Educational Services Group (PESG) — which has provided substitute teachers for the district and many other area school districts over the past several years.

East Detroit Public Schools Superintendent Joanne Lelekatch told the Free Press on Tuesday that Sails, who once also served as a track coach, has not been working in the district since the incident Nov. 8. She did not know how long he had been with the district.

Kristi Flietstra, general counsel of PESG, declined to comment on Sails’ employment.

Teen birthday girl, 3 friends killed after car plunges into creek
By Natasha Velez, Kathryn Cusma and Kevin Fasick
April 4, 2014 | 11:56pm

A woman’s 19th birthday celebration ended in tragedy Friday night when wet roads caused the car carrying her and four friends to spin out of control and plunge into Steinway Creek in Queens — killing her and three of her pals, police sources said.

The 20-year-old driver identified by sources as Andrew Gramm, escaped the Honda Accord and called 911, but his four pals —Jaleel Furtado,20, Darius Fletcher,21, the birfday girl, Crystal Gravely,19, and another woman, Jada Monique Butts,19, — all died after rescue divers pulled them from the submerged car.

“They were good people and good friends. They were in school and motivated. I’m still in shock. I came down here because I had to see the scene. I just can’t believe it happened. I can’t believe they are gone,” a friend of the victims, Trayon Christian,19, said.

crystal.jpg

Crystal Gravely

A neighbor said Jada Butts and the birthday girl, Crystal Gravely were good friends.

“It’s an absolute tragedy. I’m so sad for everyone,” Lawanda Parran said.

Investigators now believe the driver attempted to make a U-turn but lost control of the vehicle.

“The guy couldn’t stop and the car flipped into the creek,” a law enforcement source said.

The vehicle was traveling westbound on 19th Avenue just before the botched u-turn.

The car crashed through a chain-link fence and fell about 15 feet into the water from an industrial area near 19th Avenue and 37th Street in Astoria at about 10:40 p.m. on a foggy night and was completely submerged as cops and firefighters rushed to the scene.

The scuba divers had to break open the windows of the car — which the driver borrowed from his grandmother — to rescue the people inside, the source said.

A motionless man was pulled from the car and rushed into an ambulance, where rescue workers struggled frantically to revive him.

Two of the victims were rushed to Elmhurst Hospital in critical condition while the other two were taken to Mt. Sinai Hospital in Manhattan, in critical condition – but none could be saved.

At about the same time, the tattooed driver — who police sources said blew a .00 on a Breathalyzer — sat inside an ambulance talking to emergency workers.

The driver and passengers were at Buffalo Wild Wings in Queens celebrating a birthday party before they went into the water, not far from a city wastewater treatment plant and the Rikers Island bridge, police sources said.

“He was the best. He was the best. Everyone loved him. He had so many friends, “ said Darius Fletcher’s aunt, who refused to be identified by name.

Neighbors noted the street doesn’t have a “Dead End” sign that would have warned the driver.

What I want to know is where were the cones? If the city is doing construction they should be responsible and have cones up. I have no idea what they were doing down here,” Parran explained.

Sweeping Safety Changes Coming To Philadelphia Pools
April 7, 2014 7:56 AM
By Mike Dunn

PHILADELPHIA (CBS) — The drowning death of a young boy at a South Philadelphia pool last summer is prompting city officials to impose tougher safety precautions for non-swimmers, when the pools open this summer.

Seven year old Ja’briel O’Connor died last July after being found at the bottom of the pool at the Cobbs Creek Recreation Center.

The boy did not know how to swim.

At a city council hearing this past week, Deputy Mayor Michael DiBerardinis unveiled sweeping changes in the supervision of non-swimmers:

“I think we’ve significantly change the way we identify and allow young people who can’t swim to enjoy the pool.”

The biggest change is that children who are part of a private camp — as O’Connor was — will be screened by lifeguards, as non-camp children are.

This is Deputy Recreation Commissioner Leo Dignam:

“All of those kids will be screened the first time they come in. If they can’t swim, they’ll be identified as not being able to swim, and we’ll rope off a section of the shallow end of the pool, and make sure they stay in that area only. We have made that mandatory at all of our pools.”

And Dignam said there will now be mandatory water safety training for the private camp counselors and for city staffers who are not lifeguards:

“All of our seasonal employees who work in the camps will also have to through that water safety training. So everybody on deck besides the lifeguards — who already have that training — will have that water safety training.”

Dignam said the city pools will also have new signage, reminding parents of non-camp children that they need to be in the pool if their child is shorter than 45 inches, or can’t swim. Recreation Commissioner Susan Slawson told Council members they believe these and other changes are meant to prevent future tragedies:

“Our goal is for that to never happen. And hopefully what we’ve put together will make all the difference in the world.”

One would think by now that boons would understand they sink like anvils when in water deeper than three feet....apparently not!

"His friend behind him was screaming to the other friends, 'He's drowning, he's drowning. Please help him.' But they turned back and I guess thought he was playing around, as kids do," the witness said.

A sheriff has released the identities of two 13-year-old boys who drowned at Cummins Falls State Park.

The Tennessean reports D'Donta Gray and KeyVonte Cunningham, both of Nashville, drowned Friday. Sheriff Brad Stafford says more details will be released after police receive autopsy reports.

Kelly Brockman, a spokeswoman for the Tennessee Department of Environment and Conservation, has said divers recovered the bodies on Saturday.

"It's a fairly well-known swimming area," Brockman said, "... but it is a 'swim at your own risk' area."

The boys were part of a group of 39 children who went to the park with Backfield in Motion, a Nashville-based group that works with inner-city children
