PHILADELPHIA (CBS) – A Philadelphia pastor has been arrested in connection to an allegation of rape and sexual abuse of a minor. Philadelphia police arrested 49-year-old Armand Garcia on Monday morning.

Garcia, who was previously a pastor at Saint Martin of Tours Parish in Philadelphia, was placed on administrative leave last March while police investigated a report of alleged misconduct with a minor, according to a spokesman for the Archdiocese of Philadelphia.

According to the archdiocese, at the time of the allegation, Garcia had a clean criminal background and passed child abuse clearances.

The alleged crimes happened from 2014 to 2017. The Archdiocese of Philadelphia knew of the allegations since last year, but parents just found out Tuesday.

Garcia has been charged with rape, sexual abuse, and corruption of minors.

Parents of children who attend Immaculate Heart of Mary School in Philadelphia are sounding off.

“I feel like it was swept under the rug,” parent Eugene Iacovelli said. “I feel like it was purposely hidden from the school and hidden from the parishioners.”

“Why didn’t the church say anything right away when he was moved to another parish?” Iacovelli asked. “I think it’s very disappointing and it’s disgusting. As a parent you worry about sending your kid here. I’m very deeply disturbed.”

Garcia was ordained in 2005. He served at the following parishes, schools, and offices: Saint Joseph, Downington (2005-2008); Saint Eleanor, Collegeville (2008-2009); Saint Katherine of Siena, Philadelphia (2009-2010); personal leave (2010-2011); Our Lady of the Assumption, Strafford (2011); Immaculate Heart of Mary, Philadelphia (2011-2017); and Saint Martin of Tours, Philadelphia (2017-2018).

William Brennan, Garcia’s lawyer, told Eyewitness News that the “public rushes to convict” in cases like this.

“I would hope that the public would look at Armand Garcia the same way I’m looking at him, as if he was Armand Garcia the bricklayer, or the carpenter, or the car salesman. He’s a citizen of our country that’s been accused of very serious crimes. He enjoys the presumption of innocence and we are going to aggressively defend this case,” said Brennan.

UPPER DARBY, Pa. (CBS) – An undocumented immigrant is in police custody in connection to two attempted child lurings in Upper Darby. Police announced Tuesday morning they had charged 25-year-old Rudy Najera-Arita, of Upper Darby, with two luring attempts of children and related offenses.

Police shared images of the vehicle Najera-Arita was driving on Long Lane Friday when he allegedly tried to lure two teenage girls.

“Who knows what he could’ve done if he had gotten one of those two girls in the car: a 12-year-old little girl coming home from school and a 16-year-old girl coming home from school,” said Upper Darby Police Superintendent Michael Chitwood. “Exposes himself, playing with his genitals. That’s ridiculous, it’s stupid.”

Najera-Arita has been in the country illegally for seven years.

He’s being held on $300,000 bail.

The middle school teacher accused of molesting an 11-year-old East Flatbush student had sexual contact with her at least three times — including on a school bus during a field trip, a prosecutor said Tuesday at the disgraced educator’s arraignment.

Daniel Santiago stood cuffed as Assistant Brooklyn DA Wilfredo Cotto described how the 29-year-old — whose wife and infant child appeared in court with him — first grabbed the 11-year-old’s breast on a school bus, and then sat next to her and slid his hands down her pants on the return trip.

Santiago’s wife remained stone-faced as she heard Cotto tell the court how her husband later met the girl in a classroom at Brooklyn Science and Engineering Academy inside PS 224, where he allegedly tried to kiss her and had her touch his penis.

During another classroom encounter, Santiago allegedly fondled the child’s buttocks and genitals over her clothing.

“There are multiple instances where the defendant asked the complainant to text pictures, and she sent photos of herself with panties and a shirt on,” Cotto said.

The prosecutor said that the inappropriate contact was only revealed when the girl’s friends started spreading rumors, and one eventually told an adult. The child at first told cops the rumors were false, but broke down and confessed after her cousin stole her cell phone and viewed the texts.

Defense attorney Michael Postiglione said his client “is well respected by his peers,” and is “prepared to fight this case.”

Santiago’s wife declined comment as she left court with her mother and brother in-law.

Judge Ellen Edwards ordered Santiago to stay away from the girl before ordering him held on $7,500 bond.

A man was arrested after grabbing a child’s butt while she was inside a Brooklyn grocery store, police said.

Roman Gomez, 36, allegedly grabbed the 12-year-old’s buttocks around 1 p.m. Wednesday inside 4406 Fifth Ave. in Sunset Park, cops said.

He was immediately arrested and charged with sex abuse, forcible touching, harassment and acting in a manner injurious to a child, court records show.

Gomez has an active warrant for his arrest in Manhattan, police said. He was arrested at least twice before for public lewdness in 2012 and 2016, police sources said.

A sex offender was busted Tuesday after he allegedly groped a 14-year-old girl — and tried to grind on her — in plain view of cops, police sources told The Post.

Jesus Ayala, 64, allegedly preyed on the young girl aboard a northbound No. 1 train between 59th Street and 66th Street at about 3:45 p.m., cops said.

Cops say he put his hands on her thighs and tried to rub against her body before NYPD transit officers stepped in and arrested him as the teenager was trying to get away.

They brought Ayala — a registered sex offender who is on parole — to a police station in the Columbus Circle train station, where he admitted to the crime, police sources said.

“He actually confessed,” a police source told The Post.

Ayala, who is from Connecticut , was hit with sexual abuse and acting in a manner injurious to a child charges, cops said.

Keeping sex offenders off the subway is a constant struggle for the NYPD because the most common subway sex crimes — including forcible touching, persistent sexual abuse and public lewdness — are misdemeanors that carry little or no jail time for creeps, leaving them free to strike again.

Subway perv busted a decade after sexually abusing 11-year-old girl

A girl who was sexually abused by a subway straphanger at the age of 11 is finally getting justice more than a decade later — now that her abuser was nabbed on a DNA hit this week following an arrest for perving out on another female commuter, police sources said.

Back in December 2008, Javier Gonzalez, who was 31 at the time, followed the preteen onto a 6 train at 149th Street and started a conversation with her, according to the sources.

Then he led her off the train and brought her into a nearby building vestibule before allegedly kissing her and fondling her genitals, the sources said.

In Spanish, he ordered the helpless girl to get on her knees and perform oral sex on him, according to the sources. She complied, and the perv allegedly ejaculated in her mouth and on her clothing.

The case detective got hold of the young victim’s shirt and brought it in for testing, but was unable to locate a matching DNA profile, according to the sources.

Nearly 10 years later, in October 2018, Gonzalez was busted for taking an up-skirt photo of a girl on the subway, and was charged with unlawful surveillance. He pleaded guilty, and had to hand over a DNA sample as a condition of his conviction in February, the sources said.

Finally, on April 15, a DNA hit connected Gonzalez, now 42, of the Bronx, to the heinous 2008 case.

Investigators contacted the victim — and in an interview three days later, she recalled every single detail about her sexual assault, according to the sources.

When police showed her a photo array, she immediately identified Gonzalez as her attacker, the sources said.

Gonzalez, a native of Mexico, was nabbed on a warrant Monday, according to the sources and court records.

He was charged with a first-degree criminal sex act, a felony, and is being held on Rikers Island. His bail was set at $25,000 cash or $50,000 bond during an arraignment Monday.

The NYPD has struggled to tamp down on subway sex offenders, because many are charged with misdemeanors and quickly return to the streets.

A man was arrested for allegedly raping a young girl who attended his wife’s Bronx daycare center, police said.

Alberto Hernandez, 60, allegedly perpetrated the sick sex attacks over the course of five years while the victim was 6 to 10 years old, cops said.

The victim, now 13, recently came forward to police with the horrifying allegations of what she said took place while she attended Maria Cortez Daycare in Kingsbridge Heights.

Hernandez was hit with 13 charges, including rape, predatory sex assault against a child and forcible touching and was awaiting arraignment.

Sentencing was postponed Wednesday for the man who admitted to fatally mowing down Brooklyn’s DJ Jinx — after a judge learned the creep was recently arrested for molesting a 13-year-old relative.

Brooklyn Judge Danny Chun immediately ordered Kevin Ozoria held without bail after hearing the 29-year-old was charged in Manhattan in March with first-degree sex abuse, which violated the conditions of his no-jail guilty plea.

Prior to the alleged sex abuse, Ozoria copped to charges of leaving the scene of the Dec. 2016 accident that killed the Mega 97.9 FM star, real name Jean Paul Guerrero, in exchange for probation and 500 hours community service.

Ozoria’s lawyer Jeffrey Schwartz called the allegations “made up,” and asked for more time to prove to the court his client was innocent of the sex abuse charges, and therefore had not violated the conditions of his plea deal.

Chun rescheduled sentencing for May 15.

‘There Is No One Face Of A Predator’: 10 Suspected Child Predators Arrested In Delaware County, Officials Say

MEDIA, Pa. (CBS) – Ten suspected child predators are off the streets of Delaware County. The district attorney announced the arrests Thursday after the conclusion of a month-long sting operation.

“There is no one face of a predator,” Delaware County District Attorney Katayoun Copeland said.

Officials say undercover agents posed as children between the ages of 12 and 15 and engaged in online conversations about sexual acts with the suspects.

The men are accused of arranging a meeting with the victim they believed to be underage. Some of the conversations included requests for nude photographs and sexual requests. Some suspects allegedly sent nude photos of themselves to the undercover agents.

The following individuals were arrested: Marvin Gus Jennings, 53; Mohammed S. Merchant, 24; Gregory Mark Sylvia, 32; Santhosh Akinepalli, 27; Anthony Quairoli, 22; Michael Dean Norman, 38; Kenneth Albert Ruzat, 54; Andrew Stephen Oatley, 23; Roberto Flores Ascenion, 37; and Sachin Kumar Shetty, 28.

Among the suspects, at least one is a previous sex offender and some are on work visas and DACA.

Sylvia is an airline pilot from Peabody, Massachusetts.

Norman is a flight attendant from Las Vegas who, according to the affidavit of probable cause, tried to solicit sex from a 15-year-old boy on the social media app Grindr. Norman flew into Philadelphia International Airport on April 5 to meet at a nearby restaurant.

The district attorney said on separate instances Norman and Sylvia posed as teenage boys and planned to meet with minors near the airport but were instead met by state police.

“These defendants actively sought out and targeted juveniles, attempting to prey upon our youth, for their own warped sexual gratification,” Copeland said. “That is the very definition of predatory behavior.”

The men have been charged with attempt to commit statutory sexual assault and related offenses.

Most of the men arrested are now out on bail. Their next court appearances are later this month.

State officials on Thursday pulled the license of a Bronx day care after the owner’s husband was accused of raping a young girl who went there.

The New York State Office of Children and Family Services told The Post it is “appalled by the allegations” against 60-year-old Alberto Hernandez, whose wife owns the Maria Cortez Daycare in Kingsbridge Heights.

“OCFS is immediately suspending and moving to revoke the child care provider’s license pending the outcome of an investigation into the matter,” a spokesperson said in a statement.

Hernandez was arrested Wednesday night for allegedly raping the young girl for five years when she was 6 to 10 years old. The victim, now 13, said the horrific sex abuse took place while she was attending the day care.

Hernandez was hit with 13 charges, including rape, predatory sex assault against a child and forcible touching. He was ordered held on $100,000 bail at his arraignment Thursday night.

He’s due back in court on May 7, when a grand jury will decide if he’ll be indicted.

The New York City Health Department said the agency is working with OCFS to investigate. The day care was last inspected on Feb. 13, but officials didn’t find any violations, they said.

A New Jersey man who authorities say had more than 50,000 files of child pornography and assaulted two detectives as they arrested him is now headed to prison.

Peifeng Meng received a five-year sentence on Friday. He also must register as a sex offender and will be on lifetime parole supervision.

The 45-year-old Pennington man had pleaded guilty in March to distributing child porn and two counts of aggravated assault on a police officer.

Authorities say Meng tried to grab a detective's gun as officers executed a search warrant at his home in December 2016. Two detectives stopped Meng from taking the gun, but both detectives suffered minor injuries during the struggle.

The child porn was found on computers and electronic devices in Meng's home.

Cops busted a man who allegedly lured at least two young girls to his car and pleasured himself in front of them — and authorities said Friday there may be more victims.

Eddie Rodriguez, who is out on parole after serving a prison stint for robbery and burglary, was arrested on Thursday and charged with endangering the welfare of a child, public lewdness, grand larceny and second degree harassment for the two incidents, police and the Queens County District Attorney’s Office said.

Detectives from the 110th Precinct in Queens first got Rodriguez, 42, on their radar when a 12-year-old girl and her family said he lured her to his car on May 6 and exposed himself, police said. Rodriguez, who was parked on Van Cleef Street in Corona around 6:30 p.m., had asked the young girl for her phone and said he needed directions to a nearby hospital, officials said.

The Brooklyn resident, who was eventually captured at a halfway house in Crown Heights, demanded the young girl get in his car and when she refused, he began pleasuring himself, officials said.

Police used video of the incident to find the owner of the car, who led them to Rodriguez.

Cops then plastered fliers around the area asking for more information and they soon learned about another incident, allegedly involving the same man, from April 4 in Flushing. During that incident, Rodriguez did nearly the exact same thing but with a 14-year-old girl, police said.

Cops believe more victims are out there. “Our concern is that there may have been other victims out there and out of an abundance of caution, we want to put the information out to find out if there are any more disclosures out there and we’re urging victims to come forward,” Lt. Peter Calderon, the Commanding Officer of the 110th Precinct Detective Squad, told The Post Friday.

Rodriguez was arraigned late Friday in Queens and is being held on a total of $80,000 and a parole violation. The NYPD is urging other victims to call the rape hotline at 212-267-RAPE if they have any information.

Day care owner arrested for sexually abusing 7-year-old

A Suffolk County day care owner was arrested Friday for sexually abusing a child, cops said.

Jose Flores, co-owner of Little Sponges Family Day Care in Brentwood, allegedly abused a 7-year-old girl who attended the facility earlier this year.

Authorities apparently found out about what happened and launched a Special Victims investigation, according to police officials.

Flores, 56, was taken into custody around 1 p.m. Friday and Little Sponges was shut down, soon-after.

Cops fear that he may have even more alleged victims.

“The investigation is continuing,” said Suffolk County Police. “Detectives are asking anyone who may have been a victim of Flores to contact the Special Victims Section through Crime Stoppers.”

Flores was charged with first-degree sexual abuse and endangering the welfare of a child. He’s scheduled to be arraigned Saturday at First District Court in Central Islip.

A creep rubbed himself on the arm and face of a teen girl while she slept on the subway, police said Monday.

The 15-year-old told police the man, believed to be in his early 20s, pressed himself against her multiple times at 3:45 p.m. Sunday as the two rode the 7 train in Queens, according to cops.

The man, described as about 6 feet tall with black hair, ran off the train when it arrived at the Junction Boulevard station in Queens, cops said.

The NYPD released photos and a video of the creep Monday.

A suspected creep who allegedly rubbed himself on a 15-year-old girl’s face and arm while she slept on a subway train was held on $3,500 bail at his arraignment in Queens criminal court Thursday.

Kenneth Kou, 28, was slapped with sexual abuse, forcible touching and endangering the welfare of a child charges for the May 26 incident aboard the No. 7 train in Corona.

Kou allegedly pressed himself against the girl’s leg and arm several times at about 3:45 p.m. as the two rode the train in Queens, prosecutors alleged.

After his arrest, he allegedly told detectives his groin area touched the girl and “it felt nice” so he didn’t stop, prosecutors said.

Attorney information for Kou was not immediately available.

Man Arrested in Connection With Sexually Assaulting Children in Washington and Thousand Oaks

A 64-year-old man was re-arrested Tuesday in connection with sexually assaulting children in Washington after already being in custody for crimes that occurred in Thousand Oaks, officials said Tuesday.

In December, detectives in the Thousand Oaks Police Department received information from Mountlake Terrace Police Department in Washington about a sexual assault that occurred in the Ventura County city in 2004 or 2005, when the victims were between 10 and 14 years old.

In May, while detectives were investigating Jose Eduardo Monarca, sexual assault allegations were made against him involving children in Thousand Oaks who were 4 and10 years old, officials said. The alleged molestation occurred between 2014 and 2019.

Monarca was eventually arrested and charged with one count of continuous sexual abuse of a child, five counts of penetration by a foreign object, four counts of lewd acts with a child under 14, one count of oral copulation with a child over 14 and lewd acts with a child by force, and lewd acts with a child over 14 years old.

He was re-arrested on Tuesday in connection with the allegations made in Washington and he faces additional charges including two counts of lewd acts upon a child, oral copulation of a child under 14 years old, and continuous sexual abuse of a child.

The victims were both boys and girls and were between 4 to 15 years old. In one case, the abuse allegedly occurred while the victim was between the ages of 10 and 15, officials said.

Investigators determined that Monarca was renting a room and living with the victims’ families, officials said.

He arrived in the U.S. from El Salvador in the mid 90s and began living with the first victim’s family until 2000 and again briefly in 2007 or 2008.

Detectives don’t know where Monarca lived between 2000 and 2013 and officials are asking for help to determine where he resided during that 13-year gap.

He was living with families who primarily spoke Spanish and were immigrants from El Salvador, Guatemala, and Mexico. He also attended the Seventh Day Adventist Church in Newbury Park, officials said.

A male Girl Scout leader who pleaded guilty to sexually abusing two 14-year-old girls was sentenced to six years probation in Westchester County Thursday.

Albert Orjuela, 44, of Mount Pleasant, will also be forced to register as a sex offender, the Westchester County District Attorney’s Office said Thursday – but he will not get jail time under a plea deal that prosecutors and the young victims’ families signed off on.

Orjuela was arrested in January after Girl Scouts Heart of the Hudson Valley, where he worked for several years, started getting complaints from the girls’ families.

He was charged with felony sexual abuse, a misdemeanor count of forcible touching and endangering the welfare of a child. The charges stemmed from two incidents during which he touched one girl inappropriately and molested the other while she slept, authorities said.

Orjuela pleaded guilty in April to the two misdemeanor charges as part of the plea agreement and was sentenced in Mount Pleasant Town Court on Thursday.

He will face a hearing under the state Sex Offender Registration Act in September and register as an offender.

Orjuela’s attorney could not be reached for comment, and Girls Scout officials did not return a call for comment.

A level-three sex offender lured two girls onto his Brooklyn property by offering to sell them a used bicycle — only to lock them in a car and sexually abuse one of them after the other escaped, police and sources said.

The scary events unfolded on July 12 as the two girls, 9 and 11, were walking past the pervert’s home on Evergreen Avenue in Bushwick. That’s when Jose Bernard Perez, 70, approached and said he had a used bike to sell them, the sources said.

He then invited them to come look at the bike. When they did, he forced them into a car and locked the doors, the sources said.

The 9-year-old was able to escape and hide, but the older girl could not. Perez allegedly molested her, officials said.

After the incident, one of the girls told her mom, who called police. Perez was arrested Sunday night around 7 p.m., police said.

Perez was charged with sex abuse, forcible touching, endangering the welfare of a child and unlawful imprisonment for acts against the 11-year-old, police said. For abusing the 9-year-old, Perez was charged with endangering the welfare of a child and unlawful imprisonment.

Perez, who has two prior sex abuse cases, is listed as a level-three sex offender in New York State’s Division of Criminal Justice Sex Offender database.

He was arrested in 1999 for sexually abusing a 14-year-old female after locking her in his garage for two hours, police sources said. In 1994, he was charged with sex abuse and two counts of endangering the welfare of a child. The victim’s age in that case wasn’t available.

He hadn’t been arraigned as of late Monday.

Bensalem Man Tried To Meet Up For Sex With 12-Year-Old Girl He Met On KIK App, Police Say

BENSALEM, Pa. (CBS) – Bensalem police have arrested a man accused of trying to meet a young girl for sex. Detectives say 28-year-old Keval Patel thought he was talking to a 12-year-old girl on the social media app KIK.

It turns out he was really speaking with undercover officers.

They say Patel also chatted with other young girls on the app. Detectives say he asked them for nude photographs and instructed them to perform sexual acts.

Patel was arrested Wednesday and charged with sexual abuse of children, unlawful contact with a minor, dissemination of sexual material to minors and corruption of minors.

He’s out of jail after posting bail.
