Yousaf’s speech was given as part of a wider discussion about racial injustice and the lack of people of colour in positions of power in the Scottish Parliament and Government. The speech did not assert that white people make up too large a proportion of Scotland’s overall population.
The full monologue can be watched here (from 1:56:10 to 2:05:22) and the full transcript can be found here.
VERDICT
Missing context. Humza Yousaf’s speech expressed anger at racial injustice [because of George Floyd] and highlighted the lack of diversity in Scotland’s Parliament and Government.

RESPONSE TO XTwitter UK

Not that it really matters, I got to thinking and wanted to make a couple corrections,
Bret Weinstein was a professor at Washington's Evergreen State College, the colored had decided a day where no White students, including professors, were allowed on campus. It caused a huge ruckus, protests and near riots.

In March 2017, Weinstein wrote a letter to Evergreen faculty in which he objected to a suggestion pertaining to the college's decades-old tradition of observing a "Day of Absence", during which ethnic minority students and faculty would voluntarily stay away from campus to highlight their contributions to the college. An administrator had suggested that for that year white participants stay off campus, and were invited to attend an off-campus program on race issues.[16] Weinstein wrote that the change established a dangerous precedent:

The other story was at Yale, a Professor who was Greek, was about the Halloween costume email, where the colored students were aggressive and acting like A-hole brats. Him & wife resigned, long after that he went on to receive the highest honors from Yale.
AND THESE STUPID PUNKS ARE FUTURE "LEADERS"
