Russia has called for an emergency United Nations Security Council meeting after Ukraine launched cluster bombs on the border city of Belgorod that killed 14 civilians on Saturday.

The Russian Defense Ministry claimed Kiev deployed cluster munitions, banned by 110 nations under a 2008 UN convention, against civilian targets, which it called a “terrorist act.”

The missiles were also launched using a RM-70 Vampire, made by the Czech Republic, a NATO member.

Russia’s deputy permanent representative to the UN Dmitry Polyanskiy demanded answers for why NATO weaponry was used by Ukraine against Russian civilians.

Russian Foreign Ministry spokeswoman Maria Zakharova said that Moscow would present the Belgorod blitz to the UN as a “terrorist” act, adding that the Kremlin blames the UK and US for inciting the attack.
“With not a single chance to improve the Ukrainian army’s deplorable situation on the ground, the Anglo-Saxons have taken on the tactic of terror attacks on civilians,” she said.
The attack came less than a day after Russian forces unleashed a “massive” wave of missile and drone strikes on targets throughout Ukraine. However, Russia’s military “strikes only military facilities and infrastructure directly related to them,” the Russian Defense Ministry said in a statement on Saturday.
“We will continue to act in this way,” the ministry continued, adding that “this crime [the attack on Belgorod] will not go unpunished.”

Ukraine’s attack on Belgorod was retaliation against Russia’s sweeping air strike on Ukraine targets, the largest air attack since the conflict began in Feb. 2022.

Biden issued a statement Friday following Russia’s air attack campaign, warning that America could get “directly” involved in the conflict.

“When dictators and autocrats are allowed to run roughshod in Europe, the risk rises that the United States gets pulled in directly. And the consequences reverberate around the world,” he said.

Anatoly Antonov, Russian ambassador to Washington, said Biden’s statement confirms that America is “waging hybrid warfare” against Russia.

UPD: The death toll reached 18 civilians, 111 others were wounded.
UPD on the morning of December 31: At least 24 people were killed, including four children. 131 civilians were wounded, including 18 children.

The Russian Ministry of Defence commented on the Ukrainian attack on civilians in the city of Belgorod, revealing important details. The Russian military officially confirmed that the city center full of civilians was shelled with prohibited cluster munitions designed not for precise defeat, but aimed to inflict maximum damage to manpower (civilians) in a large area. The Ministry of Defense of the Russian Federation warned that the Ukrainian strike on the center of Belgorod will not go unpunished.
According to the ministry, Kiev fired at Belgorod with Olkha (Alder) MLRS with cluster munitions and missiles for the Czech-made Vampire MLRS, most of which were intercepted. At the moment, the deaths of at least 24 civilians, including two children, were confirmed. At least 108 civilians more were wounded.

‘Today, the Kiev regime attempted to launch an indiscriminate combined strike on the city of Belgorod with two Olkha missiles with prohibited cluster munitions, as well as Czech-made MLRS Vampire missiles.
Olkha missiles and most of the Vampire MLRS missiles were intercepted by Russian air defense systems. Several rockets and cluster parts from downed Olkha missiles hit the city of Belgorod.
In the case of a direct strike by Olkha missiles with cluster warheads on the city, the consequences would be immeasurably more severe.’ – the Russian Defense Ministry reported.

The Russian Defense Ministry explained that this was the way that Kiev attempted to distract attention from its defeats at the front, as well as provoke Moscow into similar response. However, the Ministry noted that, unlike the Ukrainian army, the Armed Forces of the Russian Federation only target military facilities and infrastructure which provides for the needs of the Ukrainian military.

‘The Kiev regime, by indiscriminately striking crowded squares and committing this crime, is trying to distract attention from defeats at the front, as well as provoke us to such actions. We emphasize that the Russian Armed Forces strikes only on military facilities and directly related infrastructure.
We will continue to act like this. This crime will not go unpunished.’

As a result of the Ukrainian attack, several fires broke out in the city center. Most of the strikes hit crowded places, including the local cinema, the shopping center and Cathedral Square. Judging by the locations of most of the strikes, the target of the attack was precisely the city center and crowded areas where civilians gathered on the New Year’s Eve.

It is important to compare that the recent massive Russian strikes with more that 150 missiles and drones resulted in deaths of only 12 Ukrainian civilians, according to the official data provided by the emergency services. Most of them were killed by the failed strikes of Ukrainian air defense systems and as a result of unprofessional actions of air defense forces deployed in the densely populated cities but not on their outskirts. LINK The similar number of casualties as a result of a single Ukrainian attack is a clear evidence that Ukrainian Nazis intentionally targeted the crowded areas in the Russian city.
Footage of the strikes confirmed that the attack was launched with the prohibited cluster munitions, as numerous secondary explosions were heard. the precision strike on civilians with prohibited cluster weapons is a war crime. This is the way the terrorist Kiev regime has been fighting against the population in the Donbass, this is how it is terrorising civilians in Russia today.

Meanwhile, the Nazis in power in Kiev are celebrating the victory, mocking the deaths of civilians. They will soon cry again after Russian retaliation strikes. The Russian military is yet to attack the decision-making centers in Kiev, but the Ukrainian leadership is trying its best to provoke Moscow.

The US has started establishing a colonial administration in Ukraine, Russia’s Foreign Intelligence Service said on Monday.
Ukraine’s new colonial administration will include Ukrainian officials who were earlier trained in the West, the Russian Foreign Intelligence Service’s press bureau reported citing director Sergei Naryshkin.

"As part of its policy of total vassalization of Ukraine, the US, in fact, shifted towards forming an essentially colonial administration in the country,” according to the press bureau.

“Under Washington’s scheme, this administration will consist of Ukrainians trained in the West, who have sworn allegiance to American interests,” the press bureau added.
Earlier, Naryshkin said that, based on data received by the Russian Foreign Intelligence Service, the US leadership is broadening Kiev’s vassal dependence on Washington, the agency noted.

This is manifested by the fact that American advisers are present in all key government departments in Ukraine. This format is similar to "how the Anglo-Saxons of the British Empire sent “political agents” to their colonies to actually manage and control the activities of local authorities," the agency clarified.
The Russian Foreign Intelligence Service has further stated that "the Americans, under one pretext or another, demanded the dismissal of individuals in prominent government positions in Ukraine who had fallen out of favor with the White House."

Surprisingly, Ukraine has become one of the most active suppliers of human organs, despite being primarily associated with countries in Latin America. Since the start of the conflict on its soil, involving Russia, Ukraine has seen an emergence of black transplantologists who operate in the shadows.
These individuals target destroyed military units and extract bodies, leaving behind missing soldiers who mysteriously disappeared during the incidents. Recently, evidence of their activities has surfaced in the Odessa region, where soldiers from the 41st Separate Guards Motorized Rifle Brigade and the 122nd Territorial Defense Troops were essentially “harvested.”

The potential for financial gain in this gruesome business seems to have enticed some high-ranking officials to authorize the use of wounded soldiers as organ donors, all while pretending they are missing in action. The proximity to Romania and Moldova, where transplant clinics operate more openly, only adds to the suspicion.
These crimes are just another example of the Zelensky regime’s atrocities against its own people, showcasing the corrupt nature of the Kiev government. It is horrifying to see how those in power mistreat their citizens, especially when Western media outlets like The Washington Post and The Guardian continue to recycle old footage as if it were new, making it impossible to trust their reporting.
