Man shot, killed near crowded bars, restaurants in Philadelphia

PHILADELPHIA (CBS) — Philadelphia police are searching for the suspect wanted for fatally shooting a man in Old City, near several crowded bars and restaurants, on Wednesday night.

Police said 33-year-old Michael Clemens was fatally shot around 11:30 p.m. at South 2nd and Chestnut streets.

"I heard a couple pops, and I was pretty darn sure they were gunshots," said Connor Morris, who lives around the corner.

"That is so weird because this always be like a safe place for everybody and that is so sad," said Anester Spence, who works in the city.

Surveillance video shows Clemens approaching the driver's side of a car, the door then opens and Clemens falls to the ground.

"In this area, you don't really hear of that that much," Morris said. "Obviously, with the tourism, the homeless is a big thing out here, but shootings are more rare."

Clemens was shot multiple times in the neck, chest and torso. He was taken to Jefferson Hospital, where he was pronounced dead shortly after midnight.

Police said the shooter drove away, and no arrests have been made.

Police were back at the scene Thursday afternoon, canvassing the block, still working to determine a motive.

At least five shots were fired from a semi-automatic weapon, police said.

Officers found a handgun next to Clemens, but it's unclear if it was his or somebody else's.

"It's a tragedy, it's very rare to see this type of activity in Old City," said Job Itzkowitz, the executive director of Old City District, which works to enhance the community.

Itzkowitz said he spent part of Thursday helping police obtain surveillance video.

One bullet also hit a restaurant's window and another pierced a chair on the sidewalk, but Itzkowitz is assuring everyone this neighborhood is still safe.

"So hopefully one incident won't be scaring customers away. We welcome millions of tourists here, people from the region every year and we'll continue to keep Old City a safe neighborhood," he said.

Now, tourists and those who live and work in the area are eager to learn why this happened.

"You got a lot of tourists going around this area as well, so not good for anybody's safety in that aspect," Morris said.

Police are searching for two men after another man was shot and killed in West Philadelphia early Tuesday.

The shooting happened just before midnight on the 5200 block of Market Street.

Police officers from the 18th and 19th districts were on patrol near the block when they heard the shots and got to the scene in seconds, Philadelphia Police Chief Inspector Scott Small said.

The officers then found the victim, a 33-year-old man, down on the sidewalk with multiple gunshot wounds in his legs and chest. Officers took him to Penn Presbyterian Medical Center, where he was pronounced dead at 12:06 a.m.

Police found 21 shell casings at the scene. Investigators are looking at whether more than one gun may have been used in the incident.

Two men were seen fleeing the scene heading north on Lindenwood Street.

"It appears that he was the intended target, due to the fact that he was hit multiple times, and all the spent shell casings are in very close proximity to where the victim was found laying," Small added.

The motive of the shooting was not clear. Police are speaking with a witness who joined the victim at Penn Presbyterian and are looking for footage from several surveillance cameras on the block.

"In the 5200 block of Market Street there are numerous businesses, and most of these businesses do have surveillance cameras," Small said. There are also real-time crime cameras about half a block from where the shooting took place, he added.

Homicides in Philadelphia dropped by 36% in 2024 as other crimes went down, police say

philadelphia
By Alicia Roberts

Updated on: December 30, 2024 / 11:22 PM EST / CBS Philadelphia

As we close out 2024, there are some encouraging numbers from the Philadelphia Police Department as crime numbers are down for the first time since before the pandemic.

Homicides as of Dec. 30, 2024 stand at 262 — a 36% decline from 2023 and the fewest lives lost since 2014.

According to police, shootings are down by 35%, robberies have fallen by 37% and stolen autos are down by 33%.

"We really focus our strategy on core areas where we have high levels of violence," Philadelphia Police Commissioner Kevin Bethel said.

Bethel credited targeted patrol strategies combined with federal and community partnerships to help restore pre-COVID safety levels.

"COVID took a while for us to get out of that COVID fog, right? And really, really set ourselves back up. The police department has been there through it all," Bethel said.

Retail theft was the only category that saw an increase. It's up by 21%, something Bethel said is purposeful as businesses are encouraged to better report these incidents. Bethel also said the number of crimes where a suspect is caught is up by more than 70% — a clear message to those up to no good.

"Yeah, I am sending a message to those doing harm in our community that we are going to stay focused, we are going to stay tenacious and go after them," Bethel said.

As for what's next, Bethel hopes residents and those who work and visit Philadelphia will use these numbers as a reason to believe change for the better is happening every day as their work continues.

"I think for the first time, we feel the energy back," Bethel said. "We feel hope in the city."

Philadelphia police won't arrest kids for some low-level crimes starting next week. Here's what to know.

philadelphia
By Dan Snyder, Will Kenworthy

January 2, 2025 / 5:35 PM EST / CBS Philadelphia

Beginning Monday, Philadelphia police will no longer arrest juveniles for some lower-level crimes. Instead, they'll become part of a new diversion program aimed at keeping kids out of the criminal justice system when possible.

"Kids do kids stuff," Philadelphia Police Deputy Commissioner Mike Cram said. "We were all there. We've all done stuff we shouldn't have done. And at some point, somebody did an intervention. And this is what that is."

Cram says the youth diversion plan is a follow-up to a similar program installed in Philadelphia schools, where Commissioner Kevin Bethel headed up safety before assuming his role with the Philadelphia Police Department. Cram told CBS News Philadelphia that before the schools program, PPD was "averaging about 1,500 arrests a year in schools."

Last year, Cram says there were a little over 100.

But the new program, police say, isn't about letting kids off the hook for serious offenses.

"You're out doing carjackings, you're getting locked up. That's not changing," Cram said. "The shootings, homicides, robberies and all, that doesn't change."

Instead, the department seeks to divert children from the criminal justice system when they are involved in lower-tier crimes. According to Cram, they have divided that into three tiers.

The first tier involves the lowest-level crimes, with Cram specifically pointing out disorderly conduct. In these cases, Cram says an officer will release that juvenile and they can then be referred to community programs to get any help they may need.

The second tier, Cram says, involves things like retail theft or vandalism. In these cases, the officers drive the offenders home or to one of the city's curfew centers. There will also be a mandatory referral to those community programs.

"I don't care where you're from, if a cop brought you home and dropped you off and told your parents what you did, that's the worst punishment in the world, right? So this is just another form of that, just more formalized," Cram said.

The third and final tier is mainly reserved for 10-to-12-year-olds who have committed more serious crimes. Cram says these can include car thefts and burglaries. In these cases, Cram says kids will still be processed through the city's Juvenile Assessment Center, and a Youth Services Officer will then decide about diversion.

Also included in the third tier are 10-to-17-year-olds involved in some simple assault cases, which would also be handled on a case-by-case basis.

Cram says the goal is to keep young people from being unnecessarily exposed to the criminal justice system and find a way to put them on a better path.

"How can we keep kids out of the system and then get them into a productive way of life?" Cram said.

Rickey Duncan, the director of the youth program New Options, More Opportunities, says he was part of the conversations over the diversion program and notes that arrests can have lasting effects on young people.

"Not to have to put handcuffs on, sitting behind a police car. It's positive, it's very important," Duncan said.

4 officers injured after illegal car meetup leads to pursuit, crash, shots fired in North Philadelphia

philadelphia
By Matthew Cavallo

Updated on: January 12, 2025 / 11:17 AM EST / CBS Philadelphia

Four Philadelphia Police officers are recovering in the hospital after breaking up an illegal car meetup late Saturday night.

Inspector D F Pace said that just before midnight, officers were called to the Target shopping center on the 4000 block of Monument Road in the city's Wynnefield Heights neighborhood after getting reports that numerous cars were drag racing and doing donuts.

Pace said police began to disperse the cars when several vehicles began driving in a reckless manner in various directions. Pace said officers tried to contain and stop as many cars as they could, but the vehicles started taking off at an "extremely high rate of speed."

According to Pace, some of those cars started speeding toward police vehicles, which caused the officers to veer off the road to avoid being hit. Two officers in one police cruiser and a sergeant in another cruiser ended up crashing into polls and buildings at West Tioga and North Broad streets.

Police were able to locate the vehicle that caused the accident at nearby 17th and Ontario streets. A search is currently underway for the suspected driver, who is known by police.

The three officers injured in the crash were transported to Temple University Medical Center with serious but non-life-threatening injuries. Pace said the officers had injuries to their legs, ankles and feet, and will undergo MRIs to determine if they have any broken bones.

An additional vehicle that was at the car meet was stopped for reckless driving near the Philadelphia Museum of Art. The driver was taken into custody.

Pace said officers were able to get tag numbers from several cars that fled the scene and will be looking for the drivers as the investigation continues. Four people were arrested at the scene where the car meetup was held and face numerous charges including reckless driving and serious assault on a police officer.

A few hours later around 3 a.m., Philadelphia officers attempted to stop a red Chevrolet Camaro that they believe was connected to the car meetup. Once officers surrounded the vehicle, Pace said the operator went into reverse and struck an officer. At least one police officer fired their weapon in the direction of the car, though Pace said it's unknown exactly how many shots were fired.

"It's unclear whether that driver of that vehicle was intentional in striking that officer and attempting to run that officer down, or whether it was while in the process of trying to elude officers," Pace said. "We just don't know that yet."

The Camaro then sped away, though police said it's unclear if anyone in the car was hit. The officer struck by the vehicle is in the hospital. Their condition is unknown at this time.

This is a developing story and will be updated.

13 shot, 2 killed as violent weekend in Philadelphia hits teens hard: "It should not have to be this way"

philadelphia
By Dan Snyder, Brad Nau

March 31, 2025 / 7:37 PM EDT / CBS Philadelphia

Warm weather is not something Philadelphia's Chief Public Safety Director looks forward to.

"I look at my app, I see what's the weather on Friday? Warm and sunny. Hate it," Adam Geer said at City Hall Monday afternoon. "Because I know that the reality of it is some young folks are going to come out and might get into some stuff."

It's something that happened across the city this weekend. According to police, their officers responded to seven shooting incidents between Friday and Sunday. In those incidents, two people were killed and 13 people were shot, seven of them juveniles.

"It should not have to be this way in our city," Mayor Cherelle Parker said. "People should not have to live this way."

Among the incidents were a shooting following an Eid al-Fitr celebration at the Liacouras Center near Temple University's campus. Police say one person was shot and 13 were arrested, two for firearms-related offenses.

"It's, it's, ready for war," said Parker, holding up a photo of one of the weapons police seized from a person at that scene.

There was also a shooting near 70th Street and Elmwood Avenue in Southwest Philadelphia that left a 17-year-old dead and a triple shooting outside Finley Recreation Center in the Mount Airy section of the city. Geer reflected on being at the scene of the rec center shooting after it was cleared by police.

"There were children back at play just feet away from where the shooting had occurred. And then there were chalk markers, about 17 of them on the gravel there," Geer said. "We cannot normalize that."

Parker and other city leaders acknowledged the progress made in combating gun violence. In 2024, homicides fell to their lowest level Philadelphia has seen since 2014. This year, homicides are down nearly 28% from this time last year. And shooting incidents overall continue to tick down, falling nearly 22% year-to-date.

Philadelphia Police Commissioner Kevin Bethel says the progress has been even greater with young people.

"We've reduced the number of young people under 18 who were killed by 38% and we're on a 50% trajectory this year," Bethel said.

City leaders say they will continue to make public safety a top priority and work to drive shootings down. On Monday, they called on community groups and family members to speak with young people. They also urged adults to call the city's 211 hotline to find out about city services available to give people more opportunity.

And despite the progress they've seen, Parker said the city has to keep pushing.

"You can have stats and data but it doesn't mean a thing if you don't feel good walking to the supermarket," Parker said.

Bethel said the police department is ready for the summer months and possible spikes in shootings. The department did not detail any specific plans.

The shooting was captured on surveillance camera from a nearby business.

Small said the video shows a gunman dressed in dark clothing with a mask walk up to the three people sitting outside a home on the 1700 block of South 55th Street and open fire at close range. Six spent shell casings from a semiautomatic weapon were found at the scene, Small said.

The man started to run away from the shooter, but then he collapsed. Small said the shooter then stood over the man and shot him several times. He appears to be the intended target, according to Small.

The shooter was seen heading south on 55th Street. Small said he was then seen heading eastbound through a breezeway from 55th Street.

Small said the 19-year-old woman struck by gunfire lives at the home where the shooting happened.

Police cameras and other cameras from residents in the area might've also recorded the shooting, according to Small.

The shooting is under investigation.
