Maintenance man shot and killed Monday while repairing mailbox in Kenner, police say​

A maintenance man installing a mailbox in front of a home in Kenner was shot dead at about 11 a.m. Monday, the Kenner Police Department said.
Police have since booked two Kenner men with first degree murder in the case: 23-year-old Tahj Matthews and Maurice Holmes, 25.
The victim, Lawrence Herr, 66, was found lying in the driveway at 29 Georgetown Street just west of Loyola Drive. He was taken to the hospital, where he died, police said.

Jean Foster, Herr's close friend of 10 years, said she started to worry when she didn't hear from him by 5:30 p.m. She went to his house where his family members who had gathered there told her the news.

"I started crying," Foster said. "I knew then I'm not going to see my friend again."
Herr's sister, Laurie Forster, said Tuesday that police told her family they believe the killing was a robbery gone wrong.
Forster said her brother enjoyed maintenance work, more for the opportunity to help others than for the modest pay it afforded him.



"Who would think that my brother would be carrying any money on him?" she said.

Herr lived with their nearly 90-year-old mother and was helping to care for her, Forster said. He loved animals and was responsible for feeding dozens of stray cats near his Metairie home.
"I don't know what’s going to happen to the little cats," Forster said. "I’m just trying to be there for my mother mainly."

Foster, remembered Herr as a Christian man who visited her early in the morning for coffee and was kind to her animals: a rabbit, turtles and a bearded dragon.
"He always had a good aura about him," she said.

KENNER, LA. – At 10 a.m. on Tuesday, April 11, Kenner Police Detective Nick Engler and Captain Michael Cunningham arrested Tahj Matthews, 23, Kenner for the First-Degree Murder of Lawrence Herr. At 1:00 p.m., the two officers arrested and Maurice Holmes, 25, Kenner on the same charges.

Lawrence Herr, 66, was shot and killed in a drive-by shooting while he was installing a mailbox at 29 Georgetown Drive in Kenner. Within three hours of the shooting, Kenner Police had identified the vehicle and its owner. Said Chief of Police Keith Conley, “We confidently determined the car used in the crime through technology and good old-fashioned police work. We tracked down the suspects on West Esplanade just hours after the shooting. We impounded the vehicle, detained the suspects for questioning and surveilled them until we had enough evidence to arrest.” Added Chief Conley, “This was a textbook crime apprehension. I am proud of the work of our detectives and police who pieced together the evidence and followed its trail to take dangerous criminals off our streets.” The Kenner PD used their Flock Safety’s vehicle recognition camera systems to track a vehicle that drove past Herr on Georgetown Drive before making a U-turn at the stop sign of Georgetown and Northwestern Drive. The vehicle was then seen passing Herr a second time making another U-turn at the intersection of Georgetown and Tulane Drive. The video tracking shows that the suspects drove toward Herr a third time, paused in the street for a few seconds before passing and shooting Herr. Detectives secured a confession from one of the suspects arrested, and that suspect also implicated the other suspect who was arrested for the shooting. Addressing the agency’s 100% solve rate on homicides, Conley stated, “Let this serve as a message to anyone who considers terrorizing this city or its people that the Kenner PD will be relentless until we bring a criminal to justice. This was a heinous drive-by assassination of a kind, caring man who was helping other. Police arrested two men from Louisiana after a license plate reader camera captured an image of their plate and led police to catch them.

The Post Millennial reports that Kenner Police Chief Keith Conley said that the crime of these two men was a “heinous drive-by assassination.”

The suspects, 23-year-old Tahj Matthews and 25-year-old Maurice Holmes, were both arrested on suspicion of the murder of 66-year-old Lawrence Herr, according to local news reports.
Chief Conley states that one of the suspects admitted to the crime. He said the suspect admitted the crime was a “random drive-by shooting.” The suspect also allegedly said that they wanted to commit a murder.
That said,
investigators are looking into other alternative motives for why they might have committed these crimes.

Chief Conley stated:
“One of the suspects did say they were on a random shooting binge and wanted to commit a murder, we think there may be ulterior motives, and that’s what the detectives are investigating.” Herr was installing a mailbox outside his home on Georgetown Drive when a vehicle drove by and shot him down. The police chief said that license plate cameras were instrumental in tracking the suspect’s vehicle.
The suspects had driven by Herr multiple times before they allegedly shot him down, which

gave the cameras time to pick up their license plates, and it helped police to track down the suspects in this case. They were able to use this technology to help solve a crime. Conley said:


“This was a heinous drive-by assassination of a kind, caring man [who was] helping others,” and “We were determined to end the rage of these criminals before they could target anyone else. Let this [serve as] a message to anyone considering terrorizing this city or its people that the Kenner PD will [be] relentless in bringing criminals to justice.”


The apprehension of these suspects might not have been possible without using the license plate camera technology.

Herr was found in shock by first responders.

“He had no idea what was going on,” Conley said. “He was still conscious when the first responders got there. Basically, he was in dismay and in shock but he assumed he had been shot.”


Herr, affectionately known as “Peanut,” was described as a beloved caretaker for his 90-year-old mother.

“Personality was great. He was a good guy. He’d take his shirt off his back for somebody,” said Herr’s friend, Kevin Duvall.

“Everyone says this man was the salt of the earth,” Conley said. “It’s just a real tragic situation.”

Herr’s neice, Kellie Edwards, launched a GoFundMe for the family’s funeral expenses. She described him as a “happy, go-lucky, Christian man.”


Detectives worked around the clock to find the suspects. Conley applauded neighbors for stepping up to provide the surveillance video.

Matthews and Holmes were apprehended and booked on first-degree murder charges.

“We’re a little concerned about the motive,” Conley said. “To think that you could get up in the morning and decide to go out and commit a homicide... for what purpose? What did that service them? That’s some of the questions the detectives have.”
Holmes was recently released from a Texas prison after serving six years for domestic violence.

Police say the pair met about two weeks ago and had no connection to the victim.


Because of the nature of the crime, the investigation into what police are calling a senseless killing continues.
