This is how I read the press release on “election security”.

The entirety of the Deep State has been fully-mobilized to make sure that, via election fraud:

1) President Trump loses in 2020

2) That any politician who supports President Trump loses their next election

3) That no populist/anti-globalist/America-first candidate ever wins an election ever again

I’m sorry to say it, but I believe there’s 0% chance Trump wins in 2020. The Deep State has all the important elections fully rigged, with the Russian election meddling hoax as the pretext to take full control over our election system.

The results in Kentucky and Louisiana pretty much prove it, IMO. This is what we’ll likely see it 2020.

No doubt Los Angeles County’s VSAP (“Voting Solutions for All People”) rollout will not be covered as a debacle. The real question is: If there were a debacle — like, say, a case of election fraud — would we even know? Doubtful.

Just what we want in a voting system! In this post, I’ll give a brief overview of issues with electronic voting. Then I’ll look at VSAP as an institution. Next, I’ll show why the VSAP system is not only insecure, but likely to make money-in-politics even worse than it already is.

We’ve covered electronic voting before — see here, here, and here — and if you want to understand why hand-marked paper ballots, hand-counted in public (HMPBCP) is the world standard, you can read them, especially the first. In this overview, I’ll make a few high-level observations about electronic voting in general.

Digital systems can never be shown not to have bugs. As Computer Science Elder God Edgers Dijkstra wrote: “Program testing can be used to show the presence of bugs, but never to show their absence!” Many bugs in many important programs persist for years before they are discovered. A list would include Flash in IE6 (persisted 12 years), OpenSSL (15 years), LZO data compression (18 years), and bash (25 years). None of these examples are outlier programs or trivial; they are all used by millions, essential to enterprises, networks, etc. Each of these bug is an insecurity waiting to happen. And that’s before we get to Trojan Horses, which are bugs introduced deliberately by a developer for purposes of their own. In fact, I would go so far as to argue that any voting system decision maker who advocates electronic voting is doing so for reasons other than security, given that HMPBCP is available, which amounts to saying that such a decision maker regards a certain amount of exploited bugs — election fraud — as acceptable.

Now, of course we all use programs all the time: We have programs to turn on our lightbulbs, call cabs, download pr0n, etc. I’m using a program now to write this post! However, if we put voting machine software on the same plane as commercial software, we’re arguing that a central-to-mission function of democracy — the vote — is on the same plane as the very convenient ability to check the contents of our refrigerator from our cellphone. Lest I be thought curmudgeonly in this, recall the example of Bolivia, where one reason the vote was challenged was the use of an unauthorized server for data transmission of the count. Contrast that with the recent vote in Hong Kong, where there were many images of people marking paper ballots, and of people counting them, in public (in fact, of people demanding to be let in to observe). Imagine if electronic systems had been used: First, the Mainland would have had every incentive to have compromised the software, and might well have done so successfully; second, electronic systems, because they are always buggy, are always open to challenge. The fallout could have been extremely ugly at the geopolitical level. Nor would the people’s will have been respected.

With that, lets turn to Los Angeles County and VSAP. As with any software project, we need to understand the requirements. Here is what I can find on the extremely spiffy and well-budgeted VSAP site: “The Design Concepts“:

The final concept created for VSAP incorporates features driven by the project principles as well as focus group feedback, input and in-person testing.

The concept system features touch-screen technology with a simple user interface, both audio and visual output and a built-in scanner, printer and ballot box. The new voting system will provide voters with options to scan in QR coded ballots from their phone, enter their ballot choices in-person at the polling location or vote-by-mail with printed ballots.

(Note that the concept very explicitly does not say that hand-marked paper ballots will be available at polling locations; only vote by mail.) I note with alarm that the concept document includes no mention of security, or even that the voters vote be accurately recorded and tabulated. Let’s look elsewhere for that. From the aforementioned “Principles“:

TRUST The voting system must instill public trust and have the ability to produce a physical and tangible record of a voter’s ballot to verify the ballot was marked as intended before it is cast and to ensure auditability of the system. It must demonstrate to voters, candidates, and the general public that all votes are counted as cast.

(A little too much focus on PR for my taste: “instill,” “demonstrate.”) Note the fundamental equivocation, which I have underlined: The paper is not the ballot; the paper is only a record of the ballot, which is digital. More:

INTEGRITY The system must have integrity, be accountable to voters, and follow existing regulations. System features must protect against fraud and tampering. It should also be easy to audit and produce useful, accessible data to verify vote counts and monitor system performance.

“System features must protect against fraud and tampering.” See comments on bugs above. There is nothing insecure about counting ballots by hand in public. That’s why you count them in public. Finally:

TRANSPARENCY The processes and transactions associated with how the system is set up, run, and stored should be easy for the public to understand and verify. This should include making hardware components available for inspection, and source code to the extent that the manner of doing so would not jeopardize system security or availability

VSAP is being marketed as open source, but that underlined section is an awfully big qualifier. We’ll have to see how it works out in practice.

So, these design concepts and principles are the closest I can come to a requirements document (and I did look using several search tools, as well as doing an image search for diagrams). So, although VSAP uses “ballot marking devices,” we don’t know what requirements they are supposed to meet, and so have no way to judge the success of the VSAP system. If you, readers, can do better, please put your results in comments.

So, the VSA site reads like public relations to me. For completeness, here’s an image of the county-wide rollout:

Dear Lord. A “voting experience”? So the tiny little alarm head began to ring a little louder, and with this press release it began to clamor: “Votem Corp Selected For LA VSAP Project In Partnership With Smartmatic“:

An innovative voter-centered election system will modernize the way Los Angeles County citizens will cast their ballots. In partnership with Smartmatic, who was awarded a contract to assist LA County in the design, construction, and deployment of the new voting solution, Votem will facilitate the development of the new system’s interactive ballot display.

“We are extremely pleased to be taking this important step forward in delivering on our commitment to modernize the voting experience in Los Angeles County and to lead in the development and implementation of a non-proprietary, publicly-owned voting system that is responsive to the needs and behavior of our electorate,” said Dean Logan, Registrar of Voters, following the awarding of the contract at the Board of Supervisors meeting on Tuesday.

Votem and its team will be responsible for the interactive ballot display and implementation, as designed by and for Los Angeles County, in partnership with IDEO, during prior phases of the VSAP initiative that focus on security, accessibility and usability. The interactive sample ballot display will allow for voters to mark their choices on their mobile device – anywhere, anytime – and then scan in their QR code in person for fast and easy voting at a vote center.

(Hold that thought on QR codes. As it will turn out, the QR code is the actual ballot.) Votem, eh? NC readers will be familiar with Votem, since Votem was involved in CalPERS corrupt election process (see here, here, and here). Of the Votem’s many problems, this one seems to be, well, the juiciest. Yves analyes a Votem “CalPERS Tabulation Incident Report” and concludes:

[T]he Incident reports starts with five Big Lies, which is quite impressive in such a short space:

The 2018 CalPERS Public Agency Member Election was conducted by the Everyone Counts/IVS Joint Venture. Everyone Counts has since been acquired by Votem, Corp. The election team and tabulation platform remained the same.

First, the election vendors admitted in 2017 (just the way CalPERS finally confessed that “CalPERS Direct” was not direct investing) that its election “joint venture” was no such thing. It was an operating agreement between K&H Printers-Lithographers, Incorporated, dba Integrity Voting Systems, and Everyone Counts, Inc.6 In keeping, the two parties signed the agreement as separate entities.

Second, the parties nevertheless attempted to depict the contract repeatedly as a joint venture, even stating in the operating agreement that the services were to be provided in the name of the “”IVS/Everyone Counts Joint Venture”. So Votem also misrepresented the name by putting “Everyone Counts” first, implying it is the more important player. We have the agreement embedded at the end of our second post. It makes very clear that K&H Printing, operating as IVS, was the dominant party.

Third, Votem falsely stated that the elections were conducted by the soi disant joint venture. That is false because Everyone Counts defaulted on the agreement by selling its assets to Votem before the election was over.

Fourth, Votem says it acquired “Everyone Counts”. It did not do so. It acquired only Everyone Counts’ assets, deliberately leaving the liabilities and the legal entity behind.

Finally, Votem claims that it acquired “Everyone Counts” after the election. This is false, since the sale of assets closed before the election was over and days before the tabulation took place.

So, underneath all the glossy PR, and the rollout, and the stakeholders, and the lavish website, we have a prime contractor that’s an extremely shady business entity. One, morever, in charge of the ballot!

With all that set-up, let’s quickly move to the critique from the HMPBCP world. First, from the essential Bradblog, “L.A. Registrar Won’t Answer Qs About County’s New Unverifiable Touchscreen Vote Systems.” Here is where the QR code becomes important:

The new VSAP system is a touchscreen Ballot Marking Device or BMD, which prints out a computer-marked paper ballot summary of votes selected via the touchscreen, before using another computer, an optical-scanner, to read the non-human readable QR Code that is also printed on the ballot summary. The QR Codes are used to tally votes. While the QR Code (a type of barcode) cannot be verified for accuracy by voters, it is also impossible with such systems to know if any voter has even verified the human-readable portion of the ballot summary at all, much less correctly, after an election. Studies reveal that most do not verify computer-marked ballots at all, and that of the minority who do, most don’t recall the details or selections on the ballot they voted just moments earlier. That’s just one of the many reasons why most cybersecurity and voting systems experts warn against the use of such systems which are now proliferating — and sometimes replacing verifiable hand-marked paper ballot systems — in many states and counties across the country before 2020. (The list of states where counties or the entire state are moving to BMD systems include a number of key battleground states. Such systems are planned for use next year, or are already being used, in OH, WI, PA, TX, WV, KY, NY, NJ, KS, TN, IN, SC, NC and, yes, CA, unless the public prevents these plans.)

(There’s much, much more; read the whole thing, especially Los Angeles residents.) For readers who think they have never seen a QR code, it’s like a bar-code in two dimensions, and it looks like this:

I wanted to find the requirements document and if possible some process flow diagrams, but I’ll take BradBlog at his word. The flow for a Ballot Marking Device would be something like: Voter makes selections on touch-screen (software, hence buggy and insecure), selections are stored (ditto) and printed out (ditto) on a page with a human-readable receipt reflecting the touchscreen selections, and the ballot itself, which is the QR code, which is not human-readable. The page is then scanned (ditto) and QR code is then tabulated (ditto). The sleight of hand is, of course, the ballot itself. A human may think that their reciept, which they can read to check that it matches what they selected on the touch screen, also matches the QR code, which they cannot. But there’s no reason on earth to think that! And the unreadable QR code, since that is what is tabulated, is the ballot! Take the matter out of the delusional digital realm. Suppose voting worked like this: You voted by hand-marking a yellow paper ballot. You then handed the yellow paper ballot to an official who, behind a screen so you could not see, then marked a blue ballot that you could not read, seaked it so you could not read it, and then handed the blue ballot back to you and told you to put it in the ballot box, that’s your vote. Does that make any sense? That is how a “Ballot Marking Device” works.

Worse, the QR code ballots reinforce the power of money in politics. Recall that “The new voting system will provide voters with options to scan in QR coded ballots from their phone.” Well, security aside, game that out. From Knock LA, “The Campaign Finance Problem is About to Get Worse“:

Voters who like to fill out their sample ballot in advance and bring it to the polls will be particularly interested in the new Interactive Sample Ballot (ISB) feature. This will allow them to store their choices to a “Poll Pass” containing a QR code and then reload it into the Ballot Marking Device. This is an option that will “help expedite the voting process” by negating the need to individually mark each line on the ballot while in the polling center. This will be particularly useful on a ballot that will be extraordinarily long now that local elections will be folded into the presidential ballot. Unfortunately, this convenience will come at a steep price for our democracy.

Instead of building in assurances that the Poll Pass could only be used by the person who created it, the designers left the system open so QRs can be created by third parties and then be distributed for use at the polls. This would significantly increase the effectiveness of the slate mailers that inundate mailboxes prior to an election[1].

While the casual voter may believe that the strategically named organizations that publish slate mailers have carefully screened candidates for inclusion, the truth is that most are nothing more than a pay to play form of political marketing. Inclusion on these ads has more to do with the ability to pay than the views of the included candidate. The ability to pre-fill a voter’s ballot will make inclusion on these mailers even more valuable and put candidates not funded by special interest groups at even more of a disadvantage.

Groups like the California Charter School Association (CCSA), which have already shown the willingness to throw ethics aside in order to win elections, will find the new system even more valuable. Their printed materials could highlight popular candidates without even mentioning their favored candidate while still embedding their choice within the QR code. The unsuspecting voter who does not check all the way down the ballot at the polling place would be casting a vote for a candidate they took no action in choosing and may, in fact, oppose. By creating different slates to cover multiple candidates in races that attract the most attention, groups like CCSA could magnify their effect on the election. They could even print one slate on their mailer and include a QR code that placed a completely different set of names on the ballot.

Given the role that liberal Democrats think the donor class should play in politics, this may not be an issue for VSAP.

Conclusion

G-a-a-a-a-a-h! All that design! All those principles! And at the end of the day we have a system where the voter doesn’t know the vote they cast, and that reinforces the power of big money. Some clever lawyer needs to bring suit on this and fight it all the way to the Supreme Court (who, I suppose, can choose to put the final nail in the democracy’s coffin, or not). Oh, and VSAP hopes a lot of other jurisdictions adopt its system. Swell.
 
PA County Election Turned Into “Nightmare” After Voting Machines Malfunctioned

A couple of minutes after polls closed in Easton, Pennsylvania on Election Day, the chairwoman of the county Republicans, Lee Snover, realized something had gone horribly wrong.

When vote totals began to come in for the Northampton County judge’s race, it was obvious there was a problem. The Democratic candidate, Abe Kassis, only had 164 votes out of 55,000 ballots across 100 precincts. In an area where you can vote for a straight party ticket, it was near a “statistical impossibility”, according to the New York Times.

When paper backup ballots were recounted, they showed Kassis winning narrowly, 26,142 to 25,137, over his opponent, the Republican Victor Scomillio. Snover said at about 9:30PM on November 5, her “anxiety began to pick up”.

“I’m coming down there and you better let me in,” she told someone at the election office after eventually getting through to them on the phone.

Matthew Munsey, the chairman of the Northampton County Democrats who helped with the paper ballot recount said: “People were questioning, and even I questioned, that if some of the numbers are wrong, how do we know that there aren’t mistakes with anything else?”

The issue in Northampton County continues to highlight fears and mistrust over election security that the nation is feeling on a broader scale heading into 2020. The machines used in Northampton County were also used in Philadelphia and surrounding suburbs, crucial areas for next year’s Presidential election.

Calibration of the voting ecosystem is often invoked by those who lose by a small margin.

Snover echoed voter concerns: “There are concerns for 2020. Nothing went right on Election Day. Everything went wrong. That’s a problem.”

Voters around the country say that machines exacerbate an already grueling voting process that is replete with long lines and frustrated poll workers.

Michelle Broadhecke of Easton, like many others who watched their Democratic candidate go down in flames in 2016, said her anxiety about elections began after Trump won.

She said: “It made me sad because with everything that’s going on, you kind of worry about: Was something tampered with, or was it just a mistake. There’s just too much going on that you worry about those things. And you don’t want the wrong people in the wrong places.”

No study has been conducted to determine why the machines malfunctioned in Northampton County. The machines stay locked away for 20 days after the election, per state law. The prevailing theory has been a bug in the software and there have been no visible signs of outside meddling, according to a senior intelligence official.

Or as Democrats call it, “Russian interference”.

County officials say the machines worked as they should have, with the paper ballot backup process working as advertised.

Katina Granger, a spokeswoman for Election Systems & Software, the manufacturer of the machines said: “We also need to focus on the outcome, which is that voter-verified paper ballots provided fair, accurate and legal election results, as indicated by the county’s official results reporting and successful postelection risk-limiting audit. The election was legal and fair.”

Others say the mess highlights a lack of uniformity for purchasing voting systems on a national scale. Federal testing standards for election machines haven’t been updated since 2005, when a large percentage of the machines were not digital, the Times notes.

Kevin Skoglund, a senior technical adviser for the National Election Defense Coalition, a nonpartisan group that focuses on election security issues, commented: “Not only is that a decade before the current cybersecurity threats to our elections, it is two years before the first iPhone. There is a newer 2015 standard, but the Election Assistance Commission lets voting system vendors choose which one to use.”

The machines that broke are called the ExpressVoteXL and are made by Election Systems & Software. It is among the most high end machine is being called a “luxury one-stop” voting system that combines a 32 inch screen with a paper printer.

There are nearly 6,300 ExpressVoteXL machines in use across the country and the way they were chosen for use in Philadelphia has drawn significant scrutiny. Since 2013, ES&S had been lobbying two Philadelphia city commissioners and had donated $28,000 in campaign contributions and direct lobbying of Al Schmidt, one of the city’s commissioners.

"n total, E.S.&S. spent more than $425,000 in lobbying expenses related to the City of Philadelphia."

Emails obtained by the city comptroller also found that E.S.&S. had influenced the writing of the city commissioners’ $22 million budget request for new election machines, tilting the process in favor of its machine, the ExpressVoteXL. The city eventually purchased the machines for $29 million in February.

But the machines are supposed to be able to test themselves to prevent what happened in Northampton County. According to the Times:

The machines began arriving in the county in August, having gone through a federal and state certification process. The only remaining testing to be done was what officials called a “logic and accuracy test,” which is a quick dry run of roughly 20 dummy ballots. But the ExpressVoteXL has an auto-test function in which the machines can simulate a full digital test, a feature that election security experts say is ill-advised.

Skoglund continued: “It doesn’t test if the touch screen or the scanner work. It doesn’t even cast votes for everyone on the ballot. It is especially concerning that it can send made-up votes to the vote counting software without needing a real ballot. Fake ballots are a feature no voting machine should have.”

The automatic tests in Northampton proved to be problematic in that they didn’t even cast votes for every candidate.

The machines were rolled out and used anyway.

100s of DEAD voters still registered for 2020 election in Pennsylvania – lawsuit

An Indiana-based law firm is suing Allegheny County, Pennsylvania in federal court for having hundreds of dead people registered to vote in the upcoming 2020 election, among other bizarre irregularities.

The lawsuit alleges that some 1,600 dead people are registered to vote in the 2020 election, while almost 1,200 people are registered to vote without a date of birth listed, and some have even listed the 1800s as their birth years, all violations of the National Voter Registration Act of 1993.

“One registrant is stated as being born in ‘June 1800,’ the same year Thomas Jefferson won eight of Pennsylvania’s 15 Electoral College votes against President John Adams,” the lawsuit filed against Allegheny County, Pennsylvania by the Public Interest Legal Foundation claims.

The nonprofit law firm behind the suit is run by a former member of President Donald Trump’s now-disbanded Voter Fraud Commission.

In addition, almost 200 of the county’s 900,000 registered voters have no date of registration, and 35 have unclear or out-of-state addresses. Almost 7,500 voter registrations have been flagged as duplicates, with one individual registered to vote up to seven times in one day while others are registered to vote three or four times.

“We are not assigning any kind of bad intent to the registered voters of Allegheny County. We don’t even really believe they know this is happening. This appears to be errors that are occurring inside the four walls of the elections office,” Public Interest Legal Foundation spokesman Logan Churchwell said.

Bucks, Chester and Delaware Counties have also come under scrutiny for failing to make “reasonable efforts” to maintain voter lists, threatened with a similar lawsuit by the conservative group Judicial Watch in December.
 
Illinois News Station Mistakenly Airs Election Results Day Before Primary, Showing Joe Biden Victory

The local Illinois news station WCIA mistakenly aired Election Day results on Monday, showing former Vice President Joe Biden (D) winning, the day before the state’s Tuesday primary election.

A video went viral on Monday, showing WCIA airing Tuesday’s election results during a Monday showing of The Price is Right. The results showed Biden defeating Sen. Bernie Sanders (I-VT) by just over 93,000 votes.

“While watching The Price is Right our station accidentally runs tomorrow’s election results … its [sic] Monday our election in Illinois is tomorrow,” the woman, Sherry Daughtery, wrote alongside a video:

She updated her post with a statement from Mark Maxwell, the station’s Capitol Bureau Chief, who said it was nothing more than a “routine test” rehearsal. Airing the dry run, he said, was an error. He stressed that the numbers were not based on any actual polling returns and added that the station “never intended to give the wrong information or wrong impression”:

Kentucky’s GOP Legislature Overrides Liberal Governor Bashear’s Veto On Voter ID Requirements

The Kentucky state legislature passed a bill requiring ID to vote. Democrat governor Andy Beshear, who has only been on the job for a few months, vetoed the bill.

Well it turns out Kentucky has a relatively low threshold for overriding a governor’s veto, which only requires a simply majority.

The Kentucky General Assembly is overwhelmingly Republican, outnumbering the democrats 29-9 in the Senate and 61-37 in the House.

So the legislature got back together last week and took up votes to override Beshear’s veto, which passed by huge margins in both chambers.

A veto made by Governor Andy Beshear opposing a voter ID law was defeated in the state legislature.

Lawmakers in both the Kentucky House and Senate voted to override Beshear’s veto of SB 2.

Republican state lawmakers called the proposed voter ID law one of their top priorities at the beginning of the 2020 legislative session.

Proponents said it would increase confidence in the state’s elections by preventing fraud, but Democrats are claim that problem doesn’t exist, adding the bill would keep legal voters from heading to the polls.

Voters would need a photo ID to cast a ballot in-person or through the mail. Senate Bill 2 also lays out a process to provide free IDs to people in need.

The debate Tuesday focused on the impacts of the coronavirus on the new rule.

“Our county clerks offices are closed and people cannot go and get a drivers license, even if they wanted one,” Minority Floor Leader Sen. Morgan McGarvey said. “You’re standing here today making it harder for people to vote.”

One of the bills sponsors responded by stating it would not impact the primary elections, now being held in June.

“This simply will not go into effect until November’s elections,” Republican Senator Robby Mills said. “I’m sure that we will have those clerks offices open and doing business later in the spring or summer and there’s going to be ample opportunity.”

NPR affiliate WUKY adds that this wasn’t the only bill that was overridden:

The GOP-led House and Senate made quick work of several vetoes issued by the governor, most notably reviving Senate Bill 2, a measure adding new photo ID requirements for Kentucky voters. While critics again pointed to a lack of reported cases of in-person voter fraud in the state, House Speaker David Osborne argued there are 41 counties in Kentucky in which “voter registration outnumbers the total population of their county.”

Other vetoed bills making a comeback included a measure giving candidates for governor another seven months to choose a running mate during election years, and a bill requiring local government councils to sign off on tax increases proposed by library boards, health districts, and other quasi-governmental entities.

The General Assembly rebooted a crime victim’s rights bill, commonly dubbed “Marsy’s Law,” which nearly won final approval from voters in 2019 before being struck down by the courts over the wording of the ballot question. The constitutional amendment will go before voters again, this time in full, in November.

Critiques of Gov. Andy Beshear also came in the form of a statement released by Kentucky’s Republican constitutional officers, who put the onus on the executive for keeping lawmakers in Frankfort amid the COVID-19 pandemic.

“It didn’t have to be this way,” the statement read. “Legislative leaders asked the Governor weeks ago to commit to calling a special session dated for a time when the pandemic had passed so the General Assembly could complete its business. He refused. He says he is willing to give up his newfound political popularity to do the right thing, without regard to partisanship, but if that was the case and he did not want the legislature to return, he should not have vetoed bills that passed with veto-proof majorities.”

Predictably, leftist organizations are all in a tissy over this. The Root frames it as “Are Republicans still even bothering to try to hide the fact that they just don’t want people voting?” while The ACLU released this statement:

“Kentucky lawmakers continued to ignore the real problems facing the Commonwealth in the middle of a global pandemic by overriding a veto for a voter suppression measure.

We remain concerned about the rushed timeline and lack of resources to implement this new law just months before a highly anticipated general election and in the middle of a national emergency. We are currently evaluating whether to seek court intervention to make sure every eligible voter can still cast a ballot under this oppressive measure.

At a time when officials of both parties throughout the country are working together to ensure every eligible voter can safely participate in their elections, the Kentucky General Assembly is making it more difficult to vote. They have pushed this voter suppression measure in the name of election security, yet not a single proponent of this law has ever provided any instance of in-person voter fraud in Kentucky. Even worse, they insist on enacting this cruel measure that thousands of people cannot even comply with because many county clerks remain closed due to the novel coronavirus.

This new law is fundamentally incompatible with the ongoing pandemic. Starting in July, the law will require all voters to include a photocopy of a photo ID to obtain an absentee ballot. This will force thousands of Kentuckians to leave home to get new IDs and make photocopies during a pandemic that many experts believe will continue throughout the year. This law will make voting more difficult, and potentially dangerous, for any Kentuckian who does not feel safe leaving their home during this pandemic – even for those who currently have a valid photo ID.

Moreover, this measure requires spending at least hundreds of thousands of taxpayer dollars, as even Secretary of State Adams has stated. The same legislators who passed this law also recently passed significant budget cuts to critical programs. It is unconscionable that lawmakers are wasting money in search of a non-existent problem, instead of using Kentucky’s limited resources to ensure every person can safely vote in November. Kentuckians deserve a legislature that solves problems; not one that creates them.”
 
Election Watchdog Finds 350,000 Dead Registrants on Voter Rolls In 42 States

An election watchdog has found that there may be as many as 350,000 dead individuals on voter rolls across 42 states.

The Public Interest Legal Foundation (PILF), an Indiana-based election integrity group, conducted a nationwide study to identify the hundreds of thousands of deceased individuals on voter rolls. During its analysis, the group also found that nearly 40,000 likely duplicate registrants "appear to have cast second votes in 2018 from the same address."

Just five states—New York, Texas, Michigan, Florida, and California—accounted for 51 percent of the total number of deceased individuals on voter rolls, according to the group. PILF further found that nearly 15,000 registrants were credited with voting after death in the 2016 and 2018 elections.

"Our voter rolls have not, and will not be ready for a mail-focused election this November," said Logan Churchwell, communications director for PILF. "State court decisions in swing states allowing for relaxed deadlines, signature verification, and harvesting now sit on a foundation of bad voter data."

"In Pennsylvania, your mis-delivered ballot to the hands of a bad actor will now have extra time to get turned in and not face the traditional standards for signature verification," Churchwell said. "The only way to absolutely avoid this nightmare is to vote in person."

The analysis comes as states across the country prepare to handle a surge of mail-in voting for the November elections. Numerous problems plagued mail-in voting during the primary elections this year. Nevada's largest county sent out more than 200,000 mail-in primary ballots to the wrong addresses, while reports also indicated that 84,000 mail-in presidential primary ballots cast in New York City were disqualified.

The push for mail-in voting has led to a massive influx of cash from wealthy donors. More than $100 million has been poured into efforts both supporting and opposing the practice.

A network of liberal groups, including George Soros's Open Society Foundations and the Ford Foundation, has donated more than $50 million in support of mail-in voting. These efforts have primarily been geared toward battleground states including Michigan, North Carolina, Florida, Georgia, and Arizona, NBC News previously reported.

"The pandemic has created a state of emergency," Laleh Ispahani, managing director for the Open Society Foundations, told the Associated Press. "Donors who haven’t typically taken on these issues now have an interest."

I then successfully hunted down the original document that was posted to Mozfiles.com (careful, it's huge and could have a virus) but it could also be huge simply because the scans are very detailed. To get it all more manageable, I captured some of the scans and posted them in a quality that is high enough to remain relevant.

This is the first time this info hit a major web site where it can't be censored, ARCHIVE AND POST!!!

Here is what I know from what I have:
There are secret detention centers set up inside various corporations where kids as young as 3 years old are tortured and harvested en masse for adrenochrome. They are called "detention centers" so they can masquarade as juvenile detention centers to the public eye, but you don't detain 3 year olds in such centers, nor do you harvest adrenochrome in legit detention centers. As I always expected, it is unproductive to kill the kids just to harvest this stuff, instead they are obviously repeatedly tortured and then harvested, while being allowed to live. The average age is 9 - 10 years.

Obviously, for satanic services they probably kill the kids for each harvest, but on an industrial scale that's not practical.

It's not readable entirely, but if you enhance that section you can clearly see it is a totally separate sheet of paper that does not line up with page 12. This was not hoaxed with "fade". Here is the enhancement of that section:

UPDATE: I also discovered, once I found the original PDF, that the pages that have the retail locations all have the page before them reflected faintly in reverse from when the scanner picked it up through the paper. That is complete confirmation no one hoaxed this, it's a legit scan of the actual document.

LOOK AT THE AGES ABOVE. As you can see, Wooten, Rashad V, has "been in custody" at the "detention center" since he was THREE YEARS AND THREE MONTHS OLD.

HERE IS WHAT IS GOING ON, OBVIOUSLY: The state is stealing these kids via CPS, Hiding what they are doing by calling where they are going "youth detention facilities", - after all, you can't go to one if you're three years old) and then, under the cover of "caring for kids" they are being used to produce adrenochrome until they are finally used up and disposed of. Last week, while on a business trip in Wisconsin, I learned about an insane ballot harvesting scheme that appears to be tied to a deep-pocketed liberal advocacy group subsidized by Facebook founder Mark Zuckerberg, Google, the Rockefeller Brothers Fund and eBay former chairman Pierre Omidyar’s Democracy Fund.

Conservative talk radio host and grassroots activist Vicki McKenna blew the whistle after hearing ads played during her daily show on 1310 WIBA.

“Last week on my radio program, we played Biden campaign ads,” she told me. “They were all about something called ‘Democracy in the Park.’ It was an advertisement about how Madison, Wisconsin, would have 200 parks hosting ballot harvesting events.” The ads were punctuated by a disclosure that they were “paid for by Joe Biden for President.”

On Saturday, Sept. 26, as advertised by the Biden campaign, Madison poll workers turned out across the city to register voters and collect absentee ballots, even though in-person absentee ballot collection is not supposed to start until two weeks before Election Day, according to Wisconsin state election law. Several of McKenna’s listeners showed up to photograph the city government workers’ activities promoted by the Biden for President campaign. The poll workers stuffed ballots into “red zipper bags with no security whatsoever. The poll workers witnessed people’s (blank) ballots, just like you would if you did an in-person absentee ballot, threw them in the red zipper bags, and we don’t know what’s become of these ballots since,” McKenna told me.

Imagine sheaves of ballots carelessly stuffed into cheap, canvas, pizza delivery-style totes. Then imagine them being carted away by unknown drivers to unknown locations for unknown reasons. Observers captured photos of several stuffed red bags being loaded into an unmarked white van parked outside Madison’s municipal government building.

“It’s clear from legal analysis: this is not legal and does not comport with Wisconsin election law,” McKenna argues. “There’s some serious questions about (Democratic) campaign coordination with the city of Madison.”

Now, enter a shady entity called the “Center for Tech and Civic Life.” It just so happens that this nonprofit “election reform advocacy group,” based in Chicago and founded in 2012, has showered more than $6 million in the five largest cities in the crucial swing state of Wisconsin. In July, using COVID-19 as a pretext to boost mail-in and absentee voting, the center released the following amounts to governmental grantees:

—City of Milwaukee: $2,154,500.

—City of Madison: $1,271,788.

—City of Green Bay: $1,093,400.

—City of Kenosha: $862,779.

—City of Racine: $942,100.

According to the Center for Tech and Civic Life’s website, they fielded over 1,100 applications from across the country for their purported “COVID-19 Response Grant Program” to “provide funding to U.S. local election offices to help ensure they have the critical resources they need to safely serve every voter in 2020.” Grants are to be used to encourage alternatives to in-person voting, “voter education and outreach efforts,” “early in-person voting” and vote by mail — all tactics being deployed by anti-Trump, “color revolutionary” forces to drag out the election long past Election Day.

There is nothing “nonpartisan” about this enterprise. The Center’s top staff (many of them Barack Obama campaign tech gurus) come from a now-defunct liberal nonprofit called the New Organizing Institute, whose far-left donors include George Soros’s Open Society Foundation, the Ford Foundation and Atlantic Philanthropies. CTCL director Tiana Epps-Johnson is a former Obama Foundation fellow. The center received $250 million from Facebook founder Mark Zuckerberg and his wife, Priscilla Cha n. Trump-bashing Google is a top corporate partner. Other donors include the Rockefeller Brothers Fund and the Democracy Fund (founded by “Never Trumper” billionaire and eBay former chairman Pierre Omidyar).

Chicago political activist Jay Stone has filed a legal complaint against CTCL, alleging that its grant scheme “artificially inflates Democrat Joe Biden’s statewide Wisconsin vote total and enhances Joe Biden’s chances of winning Wisconsin’s 10 electoral votes” by targeting private funds to Democratic-run cities under the guise of enhancing pandemic safety and election integrity. In addition to Wisconsin, Democratic-run jurisdictions in battleground state Pennsylvania that have received CTCL infusions include Delaware County ($2.2 million) and Philadelphia (a whopping $10 million).

McKenna warns that the alarm-raising “Democracy in the Park” scheme in CTCL-subsidized Madison, Wisconsin, will be back in action on Oct. 3. I reached out Monday to CTCL to confirm whether its grants are being used for the tote bag ballot-harvesting program touted by the Biden campaign. No reply. Maybe I’ll get a reply to these questions:

If, as it plainly appears, private big tech and left-wing philanthropic funding are being used to rig the election process in the most important battlegrounds of our country, where the heck are the Justice Department and Attorney General Bill Barr?

And finally: Is this what the “peaceful transfer of power” is supposed to look like in America?

U.S. District Judge William Osteen halted an effort Wednesday by the Democrat-headed North Carolina State Board of Elections to eliminate the requirement that voters have a witness sign their mail-in ballots.

As Raleigh, North Carolina, NBC affiliate WRAL noted, Judge Osteen — a George W. Bush appointee — was concerned that the state board was going around the law:

A witness must certify that a specific voter completed an absentee ballot. When the witness information is missing from the ballot envelope, local election officials usually try to contact the voter so he or she can cast a new ballot that meets the requirement. If the problem can’t be rectified, the ballot isn’t counted.

But the state board told county officials voters could simply sign an affidavit attesting that they had mailed the ballot, forgoing the witness requirement altogether.



The judge said he wants to meet with state elections officials about his “concern that alleged compliance with this court’s order is resulting in elimination of a duly-enacted statute requiring a witness to an absentee ballot.”

In a separate legal challenge, Republicans — including President Donald Trump’s re-election campaign — are suing to block a consent decree negotiated between Democrats on the elections board and Democrats in activist organizations that sued the state. The consent decree significantly relaxes the rules around mail-in voting.

I received my mail-in ballot and above is the information a voter must fill in, which includes certifying the statement "that I am the person who applied for the enclosed ballot". I did not request the mail-in ballot. In other words, if a voter sends in a mail-in ballot who did not request it he/she has committed voter fraud. Thus, how will the Attorney General enforce the state's election law? Will the mail-in ballots be "quarantined" until election officials certify that voters requested their mail-in ballots? Will someone file a lawsuit challenging the results of the election because the mail-in ballots have not been certified? In short, we are headed for a chaotic election courtesy of Murphy and other governors. They will regret their dictatorial actions and will have no one to blame but themselves.

A Florida man was arrested last week after requesting a vote-by-mail ballot for his dead wife. Public voter records show the man registered as a Democrat.

Larry Wiggins, 58, was arrested by the Manatee County Sheriff's Office.

According to information released by the sheriff's office, Wiggins requested two vote-by-mail ballots from the supervisor of elections, one for himself and one for his wife.

Elections officials noted that the writing style and signatures on the ballot application did not match the wife's original voter registration. After further investigation, they discovered that the woman died in 2018. The case was reported to the sheriff's office later.

Wiggins later admitted that he mailed his deceased wife's application for a vote and told detectives that he was "testing the system to see if it worked."

The Florida State Attorney's Office reviewed this case and agreed to charge the suspect with soliciting a vote by mail on behalf of another voter, which is a third degree felony.

Attorney General William Barr said in early September that the Department of Justice (DOJ) is conducting a large number of voter fraud investigations: "I know there are several investigations at this time in the states, some very large," he said. Barr in response to a question about how many allegations of voter fraud the DOJ has filed.

Barr said he didn't know the exact number. At least 32 people were criminally convicted of voter fraud in 2019, according to a database maintained by the conservative think tank, Heritage Foundation.

The landscape of this year's elections is very different from 2016. More voters are able to vote by mail due to the coronavirus, and Democrats have fostered a massive push for unsolicited vote-by-mail ballots.

A record 1,012,211 voters cast early votes in the 2020 election, based on data from 25 states counted by the U.S. Election Project.

The actual number is likely much higher because some states have yet to report their early voting totals, while others count early votes locally, according to Michael McDonald, a professor at the University of Florida who maintains the data.

Thousands of mail-in ballots are rejected in every US presidential election. This year, that problem could be far worse and potentially decisive in many contested states. If votes are rejected at the same rate as it was during this year's primaries, up to three times as many voters could be rejected in November in key states compared to what was recorded in past presidential elections, according to an analysis by The Associated Press of rejected votes.

According to a recent USA Today / Suffolk poll, 56% of Republicans say they will vote in person, against 26% on the Democratic side.

The Center for Tech and Civic Life is a far-left, insanely well-funded organization that specializes in ballot harvesting. And St. Louis County Executive Sam Page has taken grants from the firm to ensure the November 3 election goes the way he wants.

Page is in a tight race with Republican Paul Berry III. Page can’t afford any loose ends. Center for Tech and Civic Life is the Democrats’ go-to organization when voters threaten to get in the way of a Democrat win. Via the UNZ Review:

On Saturday, Sept. 26, as advertised by the Biden campaign, Madison poll workers turned out across the city to register voters and collect absentee ballots, even though in-person absentee ballot collection is not supposed to start until two weeks before Election Day, according to Wisconsin state election law. Several of McKenna’s listeners showed up to photograph the city government workers’ activities promoted by the Biden for President campaign. The poll workers stuffed ballots into “red zipper bags with no security whatsoever. The poll workers witnessed people’s (blank) ballots, just like you would if you did an in-person absentee ballot, threw them in the red zipper bags, and we don’t know what’s become of these ballots since,” McKenna told me.

This is called “ballot harvesting,” and is the Democrat Party’s latest tool to steal elections. As described by Bruce Bialosky at TownHall.com:

Ballot harvesting is the process where organized workers or volunteers–people you don’t know–collect absentee ballots from voters and drop them off at a polling place or election office. Nothing can go wrong there; right?…Orange County, California — which was a Republican stronghold for a long time — had 250,000 harvested ballots turned in on election day. **The Republicans have no infrastructure to pursue testing as to how or whether this process was manipulated or fraud was part of the process**.

Who organized and funded this ballot-harvesting event? Center for Tech and Civil Life, of course:

Now, enter a shady entity called the “Center for Tech and Civic Life.” It just so happens that this nonprofit “election reform advocacy group,” based in Chicago and founded in 2012, has showered more than $6 million in the five largest cities in the crucial swing state of Wisconsin. In July, using COVID-19 as a pretext to boost mail-in and absentee voting, the center released the following amounts to governmental grantees:

—City of Milwaukee: $2,154,500.
—City of Madison: $1,271,788.
—City of Green Bay: $1,093,400.
—City of Kenosha: $862,779.
—City of Racine: $942,100.

Let’s just say that Center for Tech and Civil Life, funded by Mark Zuckerberg, EBay, Google, and other tech billionaires, is the reason True the Vote exists.

CTCL *is* vote-fraud on a popsicle stick.

Philadelphia, which recently locked Republican election judges out of vote-counting centers, receives almost half its election funding from CTCL.

Seriously! Phildelphia budgeted $12 million for elections, and receives another $10 million from CTCL.

So it’s no surprise that last week reported the Trump campaign was forced to sue Philadelphia for blocking poll watchers from polling places.

In August 2020, CTCL gave $10 million to the city of Philadelphia. Philadelphia’s elections office has an annual budget of $12.3 million.

It appears now that **County Executive Sam Page is taking money from CTCL to harvest ballots in St. Louis County**.
Does Sam believe he has to cheat to win?

A campaign staffer was looking into the agenda for the next county council meeting and came across a number of documents that show **the county taking a grant from Center for Tech and Civic Life (CTCL)**. Recently Michelle Malkin put out a piece connecting this group to funding the ballot harvesting efforts in MN that you uncovered… Malkin mentions that a number of counties in WI and PA have also accepted grants. I’m adding STL County to that list. The thing is that it’s looking right now like **Berry might have the votes to upset Page but this new information strongly suggests they are going to attempt to steal it**.

It’s reasonable to suspect foul play whenever a Democrat could benefit from foul play, so the reader’s suspicions are well-founded. Michele Malkin cried foul on CTCL’s tactics on Twitter:

Sam Page kept St. Louis County on lockdown far too long, and now he’s afraid of paying the price at the polls on November 3. He’s calling in the ballot-harvesting experts to save his seat.

If you live in St. Louis County and you don’t want Mark Zuckerberg picking the next County Executive, volunteer to work the polls and election headquarters.

You Can’t Claim a Non-Residential Address Unless You Actually Live There

(LAS VEGAS, NV.) – October 5, 2020: The Public Interest Legal Foundation (PILF) produced and released a video documenting visits to non-residential addresses claimed by registered voters in southern Nevada.

Nevada’s voter registration form requires prospective registrants to list addresses of actual residence. The Foundation performed site visits at various visits around the Las Vegas metro and Pahrump to investigate questionable addresses on local voter rolls.

All locations were listed on local voter rolls with voting credits issued as recently as the 2018 General midterm elections.

“There are a lot of people registered to vote at commercial addresses—meaning businesses, mining facilities, liquor stores—and that messes up the voter rolls. These people, under Nevada law, should be registered [to vote] where they live and not at a business,” PILF President and General Counsel J. Christian Adams said in the video. “Election officials are going to be mailing ballots to every registered voter—whether or not they ask for it—so the integrity of the address is so important in that situation.”

Prior to the visits, the Foundation published a national report featuring tallies of non-residential address used for voting purposes. In a separate study, Clark County disclosed to the Foundation that more than 223,000 mail ballots from the June primaries were returned undeliverable.
