A Parkfield Terrace man faces weapons charges after police said he tried to shoot a rival, but hit a bystander instead.

Travion Hines, 20, of 182 Amelia St. near Cahokia, was charged with aggravated battery with a firearm, aggravated discharge of a firearm, aggravated unlawful use of a weapon and armed violence by the St. Clair County state's attorney's office Thursday.

On Feb. 7 at 6:30 p.m., Hines flagged down a motorist, with whom he had an earlier argument, in the 100 block of Amelia Drive, but as the man slowed he noticed a large, chrome handgun in Hines' hand, St. Clair County Sheriff's Lt. Steve Johnson said.

"Hines lifted the gun and appeared to chamber a round," Johnson said. "He then opened the victim's driver's side door and began to fire the weapon into the car."

The victim sped away. His rear windshield was shattered, but he was not injured.

"He was very lucky," Johnson said.

He drove to the Centreville Police Department and reported the shooting.

Three hours after the shooting, St. Clair County sheriff's deputies received a call to St. Elizabeth's Hospital in Belleville about a man who was shot in the leg while walking on Amelia Drive.

The injuries were not life-threatening, Johnson said.

On Wednesday, Sgt. Bill Kenny arrested Hines without incident during a traffic stop at 25th and State streets in East St. Louis after conducting surveillance.

Hines, who is on probation for a 2006 drug charge, remains in the St. Clair County Jail on $200,000 bail.
