Shreveport Woman Named to 15 Most Wanted List

A Shreveport woman has been added to the U. S. Marshals Service's top 15 Most Wanted List. Larvisa Cosby, 28, is a suspect in the November 2003 fatal shooting of Julius Gipson, 46.

Shreveport police said Gipson was killed as he sat in his car at a red light at the intersection of Hollywood and Broadway. They believe Cosby committed the murder in retaliation for a shooting earlier that year, in which she suffered a wound to her hand. Police describe her as "armed and dangerous"-- a woman with a lengthy criminal record.

"From possession of narcotics to prostitution," said Det. Patrick McConnell. "She's also been a suspect in a previous case that's a homicide

."

McConnell said because of Cosby's "propensity for violence," the Marshals Service has becom
e involved in the hunt for her. The federal agency has promised to use manpower, equipment and even money in the effort to hunt down the female fugitive.

"There's a monetary reward," said Chris Turner, deputy U. S. Marshal. "We're not gonna discuss any amounts but it will be worth the time and effort for anybody in the public to contact us."

Few people would be happier to see those efforts pay off than April Preston, Julius Gipson's niece.

"It gives us a little hope. Maybe they can catch (Cosby) and find her," she said.

While they can't end the family's suffering, police and the Marshals Service do hope to end the hunt for Larvisa Cosby-- by capturing her soon. They ask anyone with information on her whereabouts to contact the Shreveport Police Department.

LOUISIANA FEMALE FUGITIVE ACCUSED OF MURDER BECOMES ONE OF U.S. MARSHALS 15 MOST WANTED

cosby.jpg

Washington, DC ' Even on the streets of Shreveport's toughest neighborhoods, Larvisa Cosby, 28, was known as a woman with a reputation for exceptional violence. On November 30, 2003, Shreveport Police Department patrol officers were dispatched to a shooting call in the Mooretown neighborhood of Shreveport. When officers arrived on the scene, they found the victim, Julius Gipson, slumped over in the front seat of a car. Gipson had been shot in the head and was later pronounced dead at an area hospital.

According to witnesses, Cosby fired two shots at Gipson from a van, causing his

death. Subsequent to the murder, Cosby fled Shreveport becoming a fugitive
of the law.

Louisiana authorities have requested the assistance of the U.S. Marshals in the effort to apprehend Cosby. The U.S. Marshals have obtained a federal warrant for Cosby charging her with 'unlawful flight to avoid prosecution', based on evidence that she has fled the state.

Cosby has a lengthy criminal history which indicates a strong propensity towards violence. She was arrested in 1998 for second degree murder, but avoided conviction for that offense. Cosby has been arrested several times for battery on a police officer, aggravated assault, resisting arrest, carrying concealed weapons, drug distribution, and various traffic charges. Sources who know her have stated she is always in possession of a gun and a knife.

"Violent fugitives such as Cosby are given the highest priority by the Marshals because of their potential to harm others while they remain at large, said Benigno Reyna, Dire
ctor
of the Marshals Service. With her criminal history, it is important that
citizens consider Cosby armed and dangerous.

Cosby is a 28-year-old black female with brown eyes and black hair. She is 5 feet 4 inches tall, weighs 150 pounds, and has a gold upper tooth. The U.S. Marshals Service is offering a reward for information directly leading to Cosby's arrest. Anyone with information about Cosby and her whereabouts is encouraged to contact their nearest U.S. Marshals Service office, or call the U.S. Marshals' 24-hour phone line at 1-800-336-0102.

Cosby is only the fifth woman to appear on the U.S. Marshals' 15 Most Wanted list since it's inception in 1983.

U.S. Marshals are the nation's primary fugitive hunting organization and capture more federal fugitives each year than all other national law enforcement agencies combined. For more information about the United States Marshals Service, please visit the web site at www.usmarshals.gov/.
