Ax Planned for Tiered Diplomas
DOVER, DE-January 9, 2005 --Lawmakers last year bowed to public opposition to a three-tiered diploma system for Delaware high school students.
This year, some lawmakers don't plan to waste any time this year trying to kill the idea. Not satisfied with a one-year moratorium they approved over the objection of Democratic Governor Ruth Ann Minner, Republicans plan to introduce a bill this week to scrap the idea entirely.
The proposed tiered system was to have taken effect last year.
It would use standardized tests administered in the tenth grade to determine which type of diploma each senior receives ' basic, standard or distinguished.
Students who fail to meet the tes
t standards would receive basic (nigger) diplomas, while tho
se who exceed them would receive distinguished diplomas.
