A female jogger was sexually assaulted by a bicyclist on an exercise path off West Street in Lower Manhattan on Sunday morning, cops said.
The attack happened around 6 a.m. on the Hudson River Greenway at Pier 40 near West and Clarkson streets, police said.
The attacker pushed the woman down, choked her and sexually assaulted her before swiping her cell phone, cops said. He then fled on his bicycle in an unknown direction.
Police released surveillance video and photos Monday that show the man just before the attack.

EMS took the woman to a hospital for pain and bruising.
The attacker is described as bearded, approximately 5’9”, 180 pounds and between 20 and 30 years old. He was last seen wearing dark clothing.
The surveillance video was taken from the area of West Street and Charles Lane before the incident.

The perv suspected of sexually assaulting and robbing a female jogger in Lower Manhattan late last month has been identified as a 28-year-old man with more than a dozen prior arrests, cops said.
The bike-riding suspect, identified late Wednesday as Carl Phanor, approached the 39-year-old victim around 6 a.m. March 27 on the Hudson River Greenway at Pier 40 near West and Clarkson streets, police said.
He then pushed her down, choked her, sexually assaulted her and swiped her cell phone – before taking off on his bike, cops said.
The victim, who suffered bruising and pain, was hospitalized for an evaluation, police said.
Phanor’s address is listed as the NYC Rescue Mission on Lafayette Street in Manhattan.
He has been arrested 18 times, including busts for assault, petit larceny, criminal possession of stolen property, and criminal possession of a controlled substance, police said.
Police released his mugshot late Wednesday and are still looking to track him down.

The accused serial sex predator just nabbed for raping a woman in the West Village was ordered held without bail Friday — as prosecutors and sources said his latest victim is a tourist who was choked so hard, several bones broke in her neck.
Suspected fiend Carl Phanor — who police sources say has a “scales of justice” tattoo on his left hand — swayed and said nothing at his court arraignment as prosecutors detailed the “clear predatory pattern” he used in his string of attacks over the past nine months in Manhattan.
“In each case, the defendant targeted women in areas that, in the very early mornings, are desolate, with minimal surveillance,” Manhattan Assistant District Attorney Lauren Breen said during the hearing.
“The defendant demonstrated a clear predatory pattern. He chose unpopulated areas, he targeted women who were either walking or jogging home, he attacked each of them from behind, choked them, and sexually assaulted each of the three victims.”

On Thursday, a 43-year-old tourist, possibly from Illinois, was out for a run on Pier 45 near West and Christopher streets around 5:45 a.m. when Phanor, 29, grabbed her from behind, threw her to the ground and choked her until she was unconscious, prosecutors and law-enforcement sources said.
The sicko pulled off her running shoes, workout pants and underwear and raped her before stealing her cell phone, debit card, hotel key card and ID and taking off on a Citi Bike, authorities said.
“The victim from yesterday currently remains in the ICU receiving treatment for several bone fractures, and she was choked to the point of losing consciousness,” Breen told the judge.
When cops arrived at Thursday’s scene, after a Good Samaritan had called 911, the victim’s face was bruised, and she had blood on her arms, fingernails and fingers, prosecutors said.

After the attack, Phanor went to the Port Authority bus terminal and tried to buy a Greyhound bus ticket with the victim’s credit card, authorities said.
But eagle-eyed Port Authority cops — who by this point had an alert issued by the NYPD with his photo for them to be on the lookout — took him into custody, sources said.
When he was arrested, Phanor was in the same outfit he wore while raping his victim and had the woman’s wallet and other possessions on him, prosecutors said.
Phanor’s first known attack in the Big Apple occurred March 27 at 6 a.m., prosecutors said.
A 39-year-old woman was on the running path near Pier 46 when Phanor, who was on a bike, allegedly tackled her to the ground, choked her and pinned her down as he screamed at her to perform a sex act on him and then orally raped her.

When the victim was later taken to the hospital, cops were able to secure DNA evidence from the woman’s neck.






It matched with a sample cops already had on file for Phanor after he was charged with aggravated assault and aggravated sexual assault in Newark, NJ, in Jan. 2019, police sources said. The disposition of the case is unclear.
Cops released Phanor’s name and his photo to the media in a desperate attempt to find him, but while still on the lam Oct. 6, Phanor struck again on the FDR service road near East 37th Street, authorities said.
A woman was walking along the road when Phanor came up behind her, placed her in a chokehold and ripped her jeans open, prosecutors said.
When the woman screamed for help, Phanor ran off, but not before swiping the woman’s cell phone and credit card, which he used at a nearby smoke shop about a half hour later, authorities said.

“The defendant sexually assaulted three women in the early morning hours in public places for the past nine months,” Breen said as she asked Judge Jonathan Svetkey to remand Phanor on a slew of charges, including first-degree rape, predatory sexual assault and strangulation.
Phanor’s lawyer asked for bail and said his client has “nowhere to live” and “no income.
“He has no chance in life. He was abandoned by his parents when he was young,” the lawyer said.
Svetkey remanded Phanor. He’s due back in court Nov. 9.

The serial sex offender who allegedly attacked three women in Manhattan may have dodged cops for months by sleeping at construction sites and leaving town in between his heinous assaults, police said.
Cops had been hunting for Carl Phanor, 29, since April, after he attacked his first known victim, but they didn’t end up catching up with him until Thursday after two more attacks, including one in which he raped a 43-year-old Illinois tourist while she was out for a run on Pier 45, NYPD Chief of Detectives James Essig said.
“We believe he was staying in construction sites while he was in New York,” Essig told reporters this week.
“What we believe he was doing was doing his attacks and then leaving the city. We reached out to his family, who lived out of state, and they have no connection to him.”

After the first attack, where Phanor forced a 39-year-old woman running on Pier 46 to perform oral sex on him March 27, cops got a positive DNA match on him in the state database, police sources said.





His DNA had been on file thanks to misdemeanor convictions, sources said. Phanor’s past crimes have included assault, petit larceny and possession of burglary tools.
“We put out everything, patrol services gets his picture, transit gets his picture, housing gets his picture, homeless outreach gets his picture. We check in all the homeless shelters to see if he’s in the area … all the piers, we had fliers out to the local precincts,” Essig said.
“We couldn’t grab him.
“It was just nobody came up with any information, and that’s why we believe he was probably leaving” the area at times and sleeping at construction sites at others, Essig said.
On Oct. 6, while still wanted in the March attack, Phanor struck again on the FDR service road near East 37th Street, authorities said.

He snuck up behind a woman walking along the road, put her in a chokehold and ripped her jeans open, prosecutors said.
As his victim screamed for help, Phanor ran off — but not before swiping her cellphone and credit card, which he used at a nearby smoke shop about a half-hour later, authorities said.
He was able to continue to elude cops ’til Thursday’s rape, officials said.
Even then, he wasn’t caught until a few hours later, after he made his way to the Port Authority Bus Terminal in Manhattan and futilely tried to buy a bus ticket, authorities said.

Essig noted that Phanor had already changed his appearance at this point by shaving off his eyebrows.
“He looks different. It’s so difficult to be going down the street and say, ‘Oh, that’s the guy in this photo.’ It’s just a very, very difficult thing,” Essig said. “When a transient person [is] like this, especially when they change their appearance and they have fictitious names, which he did give us when we stopped him, [they] are very hard to locate.”
Phanor was caught on surveillance video at the bus terminal trying to buy a Greyhound ticket with a stolen credit card that was declined.

“He was on his way out of New York City again,” Essig said.

Sometime later, eagle-eyed Port Authority cops spotted him and placed him under arrest.


Once he was in custody, he again tried to evade capture by providing police with a fake name, Chino Kudo, and a fictitious birthdate that matched the date and month of his own date of birth — but the year was 10 years earlier, Essig said.

The accused serial sex offender charged with attacking three women in Manhattan before being busted was hiding in plain sight during the police manhunt for him, locals told The Post on Monday.
Carl Phanor, 29, was “a fixture in [the] neighborhood” on Manhattan’s West Side for months, even after cops learned he allegedly sexually molested a jogger near Hudson River Park in March and were searching for him, an area couple told The Post.
Phanor went on to assault another early-morning runner on the East Side in October and then rape a tourist jogger back on the West Side earlier this month before being caught, according to police.
“The line that he vanished is bull—t,” said a local woman who asked to be identified as Elaine — responding to a top cop’s comments last week saying the suspect dodged detectives by possibly sleeping at construction sites and even going out of state.
“If [police] actually put posters up, I would have seen them every day because I run on the river,” she insisted. “I would see this guy somewhat regularly sitting on the benches by the river. In October, he was hanging out on Barrow and Washington [streets] and would use it as a bathroom.”
Elaine and her husband said cops never interviewed them, nor did they see officers canvassing their neighborhood before Phanor allegedly struck two more times after the March attack.

Elaine and her husband David said they frequently saw Phanor throughout the neighborhood during his time on the lam, including on park benches and under scaffolding, where he occasionally went to sleep.
“I was there with my dog on the river between Barrow and Christopher,” Elaine said of one sighting in late May. “I noticed he had an erraticness to him and distinctively remembered he was wearing a blue zip sweatshirt. He was a small guy. I because very aware of him.”
She said she began avoiding jogging after dark.
“We always avoided him,” David said. “It was shocking to see his face when he was caught, but it wasn’t surprising.
“The fact that he committed two crimes around here says that he’s around,” he said. “It’s not like someone got robbed or had their wallet stolen — they were raped.”

On Oct. 6, Phanor sexually assaulted and robbed another woman, then raped a tourist from Illinois on Nov. 3 — hours before he was finally busted, cops said.
Cops arrested him as he was about to board a bus at the Port Authority terminal.
Police said they believe Phanor fled the city after the first attack.
But Elaine and David suggested that the suspect was hanging around their neighborhood enough afterward that he could have been caught.

“He was recognizable enough that if police put up fliers or posters in our lobby, I think it would have been pretty easy to identify him,” David said. “I don’t think the police did enough.”
The NYPD said cops did blanket the area in their search for Phanor, including by distributing his photo — and fliers — to station houses for dissemination locally and by checking local homeless shelters.
“The NYPD worked night and day to locate and arrest this suspect, placing physical fliers in many, many locations associated with these crimes,” the department said in a statement to The Post on Monday.
“The department also issued digital CrimeStoppers rewards and appealed to the public and the media for assistance.

“Placing fliers was one part of a holistic strategy the NYPD pursued in this case, grateful for the help of New Yorkers who were trying to identify a dangerous criminal with certainty despite the challenges of working from surveillance photos and trying to match that to random sightings in the street — often at night or inclement weather,” it said.


“Even the seasoned NYPD detectives who captured Mr. Phanor immediately after his last alleged attack preferred waiting for a positive fingerprint match before definitively identifying him because he had changed his appearance and claimed to be someone else.”
