Memphis police officer arrested, charged with murdering man while on duty

A Memphis police officer has been fired after he allegedly killed and kidnapped a man while on duty.

Robert Howard, 30, was first reported missing after his girlfriend called police on Wednesday around 8:30 p.m., the Memphis Police Department said.

He was last seen at a home on Mark Twain Street around 5 p.m. on Tuesday, his girlfriend told police. She used an app to track his cell phone, which she found near Lamar Avenue and Shelby Drive -- but she didn't find him, she said.

A body, believed to Howard's, has been recovered in the area of Second Street and the Wolf River bridge, Memphis police announced Sunday.

After an investigation, police learned that Howard was allegedly taken from the home and shot by officer Patric Ferguson, 29, while Ferguson was on duty.

Ferguson allegedly forced Howard into the back of his squad car and shot him with his personal handgun, police said.

Ferguson and Howard knew each other, according to police. The motive is unclear.
After the investigation, Ferguson was arrested and "immediately relieved of duty," according to the police department. He had worked for the department since 2018 and was assigned to the Tillman station.

Ferguson has been charged with first-degree murder, first-degree murder in perpetration of aggravated kidnapping, especially aggravated kidnapped, abuse of a corpse and fabricating and tampering with evidence.

A second suspect, 28-year-old Joshua Rogers, has also been arrested and charged with accessory after the fact, abuse of a corpse and fabricating and tampering with evidence. Rogers is a friend of Ferguson's and allegedly assisted him in relocating Howard's body after being killed. Police did not divulge where his body was found.

Ferguson has not been granted bail, and he remains in the Shelby County jail, records show. Rogers has been released on a $25,000 bond.

Both Ferguson and Rogers are scheduled to appear in court Monday. It is unclear whether they have retained an attorney.

"No one is above the law," Memphis Police Director Michael Rallings said in a statement.
"Knowing that a Memphis Police Officer, someone who took an oath to protect and serve, made the decision to commit this horrific crime is devastating," Rallings said. "His actions were not that of a law enforcement officer and should not reflect on fellow officers."

MEMPHIS, Tenn. — A former Memphis police officer is facing several federal charges in connection to the fatal kidnapping and killing of a man in 2021.

Three years ago, Patric Ferguson, 29, was charged with first-degree murder and abuse of a corpse in the death of 30-year-old Robert Howard.

Another man, 28-year-old Joshua Rogers, was also charged with tampering with evidence and abuse of a corpse in this case.

Wednesday, a federal grand jury in Memphis returned an eight-count indictment charging Ferguson with federal civil rights, kidnapping, and weapons offenses in connection with Howard’s death.

The indictment also charges Ferguson and Rogers with federal offenses
for conspiring to cover up the fatal shooting and destroying evidence of the crimes. The indictment further charges Rogers with accessory after the fact for helping Ferguson cover up his crimes.
The indictment alleges that, on or about Jan. 5, 2021, Ferguson, while on duty as a Memphis Police Department officer, kidnapped and shot Howard in the head.

Ferguson then allegedly conspired with Rogers to cover up the fatal shooting by throwing Howard’s body in the Wolf River in Memphis. The indictment also alleges that Rogers disposed of the car used to transport Howard’s body by selling the car at a scrap metal dealership.

Memphis Police say Ferguson forced Howard into his squad car and drove to Frayser Boulevard and Denver Street, where he killed Howard.
Howard’s body was later found in the area of Second Street and the Wolf River bridge.

In June of 2023, Ferguson was released from jail on a $400,000 bond.

MEMPHIS, Tenn. — Family members of Robert Howard, the man allegedly killed by an on-duty Memphis Police officer, say he was a father of three with a love for music.

Howard’s family members say they are absolutely devastated about the situation. But what’s more disturbing, is the possible motive for the murder.


“This is a prime example of good people being taken away from their families for no reason. My brother has never did nothing wrong to nobody,” said Kortez Howard, Robert Howard’s little brother.


Kortez says he is still trying to process the death of his big brother, 30-year-old Robert Howard.


“This hit me hard because I never could see me burying my brother,” Howard said.


Memphis Police say Howard was kidnapped from his home on Mark Twain Street and killed by one of their very own, 29-year-old Patric Ferguson, who was on duty when they say he committed the crime.


Robert’s body was found Sunday morning in the area of Second Street and the Wolf River Bridge.


Kortez says the family believes Ferguson killed his brother over a woman. He says his brother was currently dating a woman who used to be in a relationship with that officer.


“I would never think a police officer would kill my brother over something. Over just a little thing, a female,” Howard said.


Howard says Robert, who is originally from Osceola, Arkansas, was a father of three who loved music and helping others whenever needed.


“Never had a bad spirit. He never hung around no drama. No nothing,” Howard said.


Kortez says their family is at a loss for words. But he leaves this message for the Memphis Police Department.


“Better your staff. Better the people that you hire. Every good person that you hire ain’t out here to serve and protect us man. You don’t know what vengeance they have against us,” Howard said.
