The Censorship "Switchboard": A New Layer To The Biden Administration's "Orwellian Ministry Of Truth"​

Free speech is in a free fall as millions embrace censorship as a political cause, including some now running for federal office on a pledge to silence others.
One of the most alarming aspects of this period has been the emergence of a type of triumvirate of censorship, an alliance of government, academic, and media corporations. Together they have established the most comprehensive censorship system in the history of this country.
That system is being forced out into the public by the investigation of House committees. This week the House Judiciary Committee released a 103-page staff report on the academic prong of the triumvirate. What is most chilling about this report is that it adds yet another layer of government-supported speech controls. It also reflects a conscious and coordinated effort to carry out censorship through allies in a labyrinth of academic and public interest groups.
Earlier this year, I testified at the first hearing by the special committee investigating the censorship system. I warned that there was ample evidence of a system based on “censorship by surrogate” where government agencies used academic and media allies to silence those with opposing views.
The latest report reveals details of the critical role played by government officials in “switchboarding” the censorship system by channeling demands for removal or bans from state and local officials. In addition to the direct targeting of individuals by federal agencies, switchboarding allowed the agencies to operate as a control tower in this sprawling system.

This switchboarding system was confirmed by Brian Scully of the Cybersecurity and Infrastructure Security Agency (CISA) in the Department of Homeland Security. CISA has emerged as one of the critical control centers in this system.
CISA head Jen Easterly declared that her agency’s mandate over critical infrastructure would be extended to include “our cognitive infrastructure.” That includes not just “disinformation” and “misinformation,” but combating “malinformation” – described as information “based on fact, but used out of context to mislead, harm, or manipulate.”
Despite the determined opposition by Democratic members and the Biden Administration, the investigation has revealed a wide array of grants to academic and third party organizations to create blacklists or to pressure advertisers to withdraw support for conservative sites. The subjects for censorship ranged from election fraud to social justice to climate change.
The Election Integrity Partnership (EIP) was created in partnership with Stanford University “at the request of DHS/CISA.” It is described as a “consortium of ‘disinformation’ academics led by Stanford University’s Stanford Internet Observatory (SIO).
EIP supplied a “centralized reporting system” to process what were known as “Jira tickets” targeting unacceptable views. It would include not only politicians but commentators and pundits as well as the satirical site The Babylon Bee.
Some of us have previously criticized Stanford for its effort to systematize and expand censorship. Stanford’s Virality Project pushed to censor even true facts since “true stories … could fuel hesitancy” over taking the vaccine or other measures.
In newly released emails, the secret coordination with federal agencies was made public, including a July 31, 2020 email from the director at the Atlantic Council’s Digital Forensic Research Lab, an EIP partner.
Graham Brookie, the lab’s senior director, confirmed that her group “just set up an election integrity partnership at the request of DHS/CISA and are in weekly comms to debrief about disinfo.”
During this time many of us in the free speech community were raising the alarm over the evidence of a government-supported censorship system, including the use of surrogates in academia. As noted in emails in May 2020, government officials were privately saying that they need to avoid any move that would “openly endorse” censorship while funding these groups and switchboarding the system.
As officials served as the conduit, it continued to attach a standard disclaimer that CISA “neither has nor seeks the ability to remove what information is made available on social media platforms.”
Notably, EIP worked not only with CISA, but with the Global Engagement Center, a multi-agency entity housed within the State Department. It was the Global Engagement Center that contracted with the Atlantic Council, which sent suggested blacklists to Twitter. It got to be so reckless that Yoel Roth, then Twitter’s head of trust and safety, responded “omg” and “what a total crock.”
This system rests on grants coming from Homeland Security, the Justice Department, the State Department, and other agencies. That system included scoring groups through a grant from the National Endowment for Democracy (NED) to the British-based Global Disinformation Index (GDI). The index targeted ten conservative and libertarian sites as the most dangerous sources of disinformation, including sites like Reason which publishes conservative legal analysis. Conversely, some of the most liberal sites were ranked as the most trustworthy for advertisers.
The report on switchboarding is most chilling when placed within this larger context. The Biden Administration has funded a global effort to score, target, and ban opposing views through an ever-increasing array of allied groups in academia and corporations. A federal court recently enjoined aspects of that system after finding that it is an unprecedented censorship system that effectively created a type of “Orwellian Ministry of Truth.”
The solution is as obvious as the danger itself. Congress must bar any funding — directly or indirectly — for censorship systems. Calling opposing views “disinformation” does not alter the fact that there is a comprehensive censorship system using groups allied with the government. Federal agencies are always able to respond to claims that they deem are untrue about their own policies and programs. However, we need to get the government out of the business of speech controls, including shutting down the censorship switchboard.

Biden to Censor (Conservative) Opponents Using Artificial Intelligence​

WASHINGTON, D.C., November 10 (C-Fam) President Biden unveiled sweeping plans for domestic and international regulation of artificial intelligence that will consign conservatives to virtual gulags.
The executive order on “Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence”, signed by President Biden last week, sets out in detail how federal agencies are to use and regulate artificial intelligence (AI), including promoting global standards to moderate online content.
The new tools to silence and cancel conservatives are being created under the rubric of providing “safeguards” against discrimination, bias, and disinformation and promoting “rights-affirming” approaches in digital technologies.
“To realize the promise of AI and avoid the risks, we need to govern this technology… — there’s no other way around it — It must be governed,” President Biden said at the signing ceremony last week.
“Intelligence systems deployed irresponsibly have reproduced and intensified existing inequalities, caused new types of harmful discrimination, and exacerbated online and physical harms,” the executive order reads. It calls for “rigorous regulation” within the United States to hold tech companies and developers accountable. “Only then can Americans trust AI to advance civil rights, civil liberties, equity, and justice for all.”
The executive order also directs the U.S. Secretary of State and other federal agencies to engage foreign nations and international bodies to export these same standards in order to create “strong international frameworks for managing the risks and harnessing the benefits of AI.”
The executive order provides backing to the already existing whole-of-government censorship regime that was brought to light in the United States during the COVID-19 pandemic and the 2020 election. The Twitter Files, in particular, revealed a complex public-private social control apparatus to coordinate messaging and censorship between the federal and state governments, private industry, as well as traditional and new media. It covers all issues, including health, climate, and elections. Much of it is automated through algorithms. All of it is carried out under the banner of pursuing legitimate aims, including combatting “misinformation” and “hate speech.”
The executive order calls for the development of international “voluntary standards” for tech companies to curb discrimination, bias, and disinformation modelled on the ones developed by the Biden administration behind closed doors with tech companies in the United States. This directive will play directly into ongoing UN negotiations for the development of a Global Digital Compact, previously covered by the Friday Fax. The Biden administration is behind several initiatives to make censorship of conservatives a permanent feature of AI design and development through the international agreement expected next year.
Both Biden and Vice-President Kamala Harris emphasized how the Biden administration has been working to develop AI safety standards to eliminate discrimination for some time.
Biden’s latest executive order builds on previous Obama-Biden policies. An executive order on “Further Advancing Racial Equity and Support for Underserved Communities Through the Federal Government” signed by Biden earlier this year, ordered all federal agencies to ensure their use of artificial intelligence complies with Biden polices “prohibiting discrimination based on sexual orientation, gender identity, and sex characteristics across Federal programs.”

In 2021, the Biden administration released “Blueprint for an AI Bill of Rights”, which outlines how tech companies have an obligation to prevent “algorithmic discrimination.” Similarly, earlier this year, the administration oversaw the publication of a manual on “Artificial Intelligence Management Framework”, which describes how discrimination and other impacts of AI should be measured at a technical level. An Obama administration white paper on big data, algorithms and their implications for civil rights in 2016 was the first to suggest this possibility.

The Biden Admin Is Pursuing Total Domination Of Americans’ Digital Lives

President Joe Biden’s administration has recently taken unprecedented action to exert influence over Americans’ digital lives, including broadband internet, net neutrality, social media and artificial intelligence (AI).

The Biden administration is pushing for the Federal Communications Commission (FCC) to claim substantial control over the internet, pursuing a court ruling to gain the right to censor Americans and has issued a broad executive order to regulate AI. Such governmental dominance over the digital realm could have significant adverse effects on American consumers, experts told the Daily Caller News Foundation.

“These latest moves shift the balance between governmental oversight and individual freedoms heavily toward the government,” Internet Accountability Project Founder and President Mike Davis told the DCNF. “Excessive government control from the Biden administration would curtail the very essence of a free and open digital environment, compromising privacy rights and growing the alliance between Big Tech and the federal government.”

For instance, the Biden administration has called upon the Democrat-controlled FCC to implement new rules designed to tackle “digital discrimination,” a move that experts argue would drastically broaden the commission’s regulatory authority. The primary focus of the rules, which the commission will vote on on Nov. 15, is to combat “digital discrimination of access” to broadband internet, as expressed in section 60506 of Biden’s 2021 Infrastructure Investment and Jobs Act.

“Biden’s plan would be an unprecedented expansion of regulatory power that grants broad authority to the administrative state over internet services,” Heritage Foundation Tech Policy Center Research Associate Jake Denton told the DCNF. “This plan empowers regulators to shape nearly all aspects of how ISPs [internet service providers] operate, including how they allocate and spend their capital, where they build new broadband infrastructure projects, and what types of offerings are made available to consumers.”

“If enacted, these centralized planning measures could profoundly transform the digital experiences of consumers — a troubling prospect that should worry all Americans about what the future of the internet could look like in this country,” Denton added.

Furthermore, the Biden administration asked the Supreme Court to halt an order that blocked it from engaging in social media censorship after an appeals court partially affirmed it in September. The Supreme Court granted a pause on the injunction in October, but also agreed to consider Missouri v. Biden, a free speech case challenging the administration’s endeavors to suppress social media content, according to a court order.

“President Biden’s pronounced efforts to extend government control over the expansive tech landscape point toward an unprecedented level of government intervention in Americans’ digital lives and basic freedoms,” Davis told the DCNF. “Consolidation of power over the tech space within the government, working in tandem with its corporate allies in Big Tech, will stifle innovation, freedom of speech, and freedom of association. Diversity of ideas and technological advancements will suffer.”

A House Judiciary Committee report published on Monday revealed examples of internet censorship by the federal government, including the Biden administration.

“We see [the Biden administration trying to exercise control of the internet] from the social media side, where there was just new evidence released by [House Judiciary Committee] Chairman Jim Jordan that showed the collusion between the government and social media to censor individual Americans that were simply exercising their free speech rights,” Carr told the DCNF.

Moreover, the FCC is also pushing to restore net neutrality, making a significant move toward reestablishing it in October by voting in favor of a notice of proposed rulemaking. Net neutrality rules force ISPs to provide equal access to all websites and content providers at the same costs and speeds, regardless of size or content.

“We have seen several recent actions that shift from a light touch, free market approach to a more regulatory and precautionary approach including the revival of ‘net neutrality’ … and presumptions that AI should be regulated by the government in a top-down approach,” Cato Institute Technology Policy Research Fellow Jennifer Huddleston told the DCNF. “These actions are concerning as the light touch approach the U.S. has traditionally taken has benefited consumers by allowing entrepreneurs and innovators to enter the market with minimal government intervention or barriers.”

Biden recently signed the first ever AI executive order at the end of October and it is sweeping, covering areas such as safety, security, privacy, innovation and “advancing equity,” according to its fact sheet.

“The through line between all of these various things that are going on, including the administration’s new AI executive order … is there should be nothing that takes place on the internet that the administrative state doesn’t have a say to second guess it,” Carr told the DCNF.

The White House and FCC did not respond to the DCNF’s requests for comment.

Essential to science, whether basic or applied, is the freedom of open discussion and debate. When varying interpretations exist, no opinion should be purged. Any entity, individual or collective, claiming authority to impose its determination of what is truth and what is “misinformation” is totalitarian and anti-science by definition. So it is the height of irony that the nation’s agency representing science, the National Science Foundation, has become a primary instrument for the protection of official governmental narrative and the attack on opposing views. But there you are.
That both the universities of Washington and Wisconsin are being funded by NSF through its Convergence Accelerator program was detailed on Global Research in August. To these NSF-funded projects must be added Stanford University, which is working in close association with U of WA. In all cases, the search is for detecting and countering “misinformation” on social media. Special emphasis is on Covid-19, vaccination hesitancy and the growing conviction that elections have been, and continue to be, stolen.
Stanford, through the Stanford Internet Observatory, and U of WA, through its Center For An Informed Public, joined with the Atlantic Council’s Digital Forensics Research Lab and Graphika, a company using AI to study the internet, to create the Election Integrity Partnership. A reading of the one page Executive Summary of EIP’s final report, which begins with “On January 6, 2021, an armed mob stormed the US Capitol…..”, and ends with “All stakeholders must focus on predicting and pre-bunking false narratives …..”, is an enlightening glimpse into the thinking and strategy permeating the Censorship Industrial Complex.

Meanwhile, faculty at the Hubbard School of Journalism and Mass Communication at the University of Minnesota was invited in 2022 to join a “team of researchers” in a project called Course Correct, a “weapon” designed to be “a tool for journalists that can help identify and correct misinformation online.” Again, funding for this “team of researchers” was coming from NSF. Here is the $5million grant, as outlined at the NSF website, revealing the lead role in this ‘Team’ to be the University of Wisconsin’s School of Journalism and Mass Communication, cited above regarding another NSF grant to U of WI. The University of Minnesota joined the “Team” to facilitate work on Phase 2 of the larger NSF grant.
Things are changing so quickly it’s hard to keep up. Only two years ago, virtually all governmental, media and celebrity “influencer” sources were functioning like a coordinated drone attack from every information outlet assuring the public that: Covid-19 vaccination is “safe and effective”, “stops the disease in its tracks”, “Nobody is safe until everyone is safe”, “The unvaccinated are the enemy… and … shouldn’t be welcomed in polite society”, etc. If you’ve forgotten, here’s an 11-minute trip down memory lane (see video below). Remember now?

At the same time, all voices to the contrary have been either rendered invisible or accused of “misinformation” or of “conspiracy theory”, that CIA-inspired gem. But as old items of misinformation and conspiracy theory are revealed as having been true all along (eg, here and here), the System simply doubles down. But then, why not, when all key elements — governmental agencies, intelligence/military, Pharma, big tech, big banks, mainstream media, “higher education” — all are now occupied territory by globalist interests that have placed their representative to form an information control grid. Even the White House is now part of it.
All of this harks back to a 2008 public law working paper, “Conspiracy Theories”, by two Harvard law professors. The authors claim that conspiracy theorists, a term the authors use interchangeably with “extremists”, suffer from “cognitive blunders” and “crippled epistemology” and cannot think clearly. And how do they intend to deal with the problem? “Practically speaking, the government might do well to maintain a more vigorous counter-disinformation establishment.” Specifically, they propose changing thinking of conspiracists through “cognitive infiltration” of citizen groups by governmental agents or their hirelings: “Government agents might enter chat rooms, online social networks, or even real-space groups and attempt to undermine percolating conspiracy theories.”
Conspiracy Theories authors suggest, as a means of destroying credibility, associating conspiracy theorists with people “mentally ill and subject to delusions”, with “Holocaust denial” and with “conspiracy entrepreneurs — who profit directly or indirectly from propagating their theories”. Nevertheless, they admit that conspiracy theories are difficult to counter and that “Extra resistance to correction through simple techniques is what makes conspiracy theories distinctly worrisome.” Incredibly, but perhaps not surprising, in 2009, a year after publication of Conspiracy Theories, Obama made the senior author, Cass Sunstein, Administrator of Information and Regulatory Affairs of the Office of Management and Budget. In connecting the dots, there is substantial indication that in this position paper one finds early indications of what, in time, is to morph into the Conspiracy Industrial Complex.
But it’s when the National Science Foundation has become a major player in the censorship complex that it seems as if it’s game over. It’s logical to conclude that when the presumed bastion of free inquiry and the objective pursuit of truth becomes a leading voice in the strategy to quash authoritarian-defined “misinformation”, it’s as if the last stronghold has been breached, and the System in its entirety is laid bare for all to see as thoroughly corrupt.

President Biden railed against corporate media before he and several family members headed by helicopter to Camp David, the presidential retreat in the mountains of western Maryland.

Before boarding the presidential helicopter, Biden was asked by one reporter: “What’s your outlook on the economy next year?”

OK Joey, let’s tell the story right. After the horrendous economic shutdowns of local economics and schools in 2020, 15.1 million jobs were added after the shutdowns ended in just 10 months. Wow, that was simple! But under Biden’s Reign of Economic Error, only 15.5 million jobs were added over the next 34 months.

A Free And Open Internet Is An Existential Threat To The Establishment​

Last week, a video clip of Francis Fukuyama went viral. In the clip, the political scientist called freedom of speech and a marketplace of ideas “18th century notions that really have been belied (or shown to be false) by a lot of what’s happened in recent decades.”

Fukuyama then reflects on how a censorship regime could be enacted in the United States.
But the question then becomes, how do you actually regulate content that you think is noxious, harmful, and the like—and do it in a way that’s consistent with the First Amendment? Now, I think you can push the boundaries a bit because the First Amendment does not allow you to say anything you want. But among liberal democracies, our First Amendment law is among the most expansive of any developed democracy.
And you could imagine a future world in which we kind of pull that back and we say no, we’re going to have a law closer to that of Germany where we can designate - the government can designate something as hate speech and then prevent the dissemination of that. But the question then is, politically, how are you going to get there?
Putting aside the fact that the censorship regime Fukuyama is talking about is already here, it’s important to consider the admission behind his words.
Francis Fukuyama is often associated with the neoconservative movement. And that’s for good reason. He was active in the neoconservative Project for a New American Century and helped lead the push for the 2003 invasion of Iraq. But he later turned against the war and renounced neoconservatism, so he can perhaps better be understood as an intellectual proxy for the Washington establishment.
Fukuyama is best known for his 1992 book The End of History and the Last Man. The book argues that liberal democracy represents the endpoint of humanity’s ideological evolution and the final form of government because of its defeat of fascism and socialism and its supposed lack of inner contradictions.
If there was ever a time when this idea would resonate, it was 1992. The Soviet Union was gone, and the US government, fresh off its sound defeat of Saddam Hussein’s Iraq, was the most powerful single entity in history.
But at the same time, an entirely new medium for information was quickly emerging. In 1996, a software engineer named Dave Winer decided to host his newsletter on the World Wide Web. The result was the first web log, or blog. He called it DaveNet. As blogs began to catch on, writers could reach their readers directly without filters, editors, or space constraints.
It is hard to understate the effect of this development. But it’s best explained by Martin Gurri in his 2014 book The Revolt of the Public and the Crisis of Authority in the New Millennium. Gurri posits that throughout human history “information has not grown incrementally… but has expanded in great pulses or waves which sweep over the human landscape and leave little untouched.”
According to Gurri, the first information wave came with the invention of writing. The second was set off by the development of alphabets. These waves gave rise to governments and societies led by literate bureaucratic and priestly castes. The third wave came with the invention of the printing press. Suddenly, the ancien régime’s monopoly on information was shattered. The result was sweeping political change—most notably the Protestant Reformation and the American and French Revolutions.
Central to Gurri’s thesis is the idea that these revolutions did not come about because of a sudden change in the public’s sentiments but because abrupt changes in the information space allowed sentiments that were already there to spread and develop outside of the ruling classes’ control.
The fourth wave came with the adoption of broadcast media—radio and television—during the twentieth century. While this wave was certainly disruptive, the government’s early takeover of the airwaves made it easier for the political class to retain control over the information space.
But the same could not be said of the fifth wave—the digital revolution. Only two years after the launch of DaveNet, another blog, the Drudge Report, would go around the establishment press and break the story that got Bill Clinton impeached.
Ten years later, as yet another financial crisis gripped the country, the internet allowed true grassroots opposition movements to organize and spread—Occupy Wall Street on the left and the Tea Party on the right. It also allowed candidates like Ron Paul to run popular campaigns critical of the Washington establishment.
The internet didn’t just allow people to see and hear dissenting views; it allowed them to see that those views were popular.
And because of that, from the Arab Spring to the passage of Brexit, the weakening of political control over the information space began leading to real change across the world. But in the United States, after Donald Trump won the White House, the political class woke up to what was happening. And they decided to do something about it.
At first it was Russian disinformation, then hateful domestic extremists, and later covid skeptics. The establishment has used whatever boogieman or strawman they thought could scare the public into accepting more political control over the online space.

Which brings us back to Fukuyama.
In a sense, he’s right. It was a lot easier for the Washington establishment to act as though they were supportive of freedom of speech and the free exchange of ideas when they controlled the information space.
But now that the internet has partially rolled back their control, these ideas have been “belied” in their eyes.
For those like Fukuyama, who want the Washington establishment to keep up its ever-escalating interventionism at home and abroad—funded by unsustainable debt and inflation—the digital revolution is cause for concern.
But for those of us who understand that our economic, geopolitical, and cultural issues require radical change, it’s a reason to have hope.
