Jail conduct, robbery cited for Brooks

A man accused in the downtown Beloit homicide has been charged with robbing a woman prior to his arrest and for throwing urine at correctional officers in jail.

Shawn Odell Brooks, 35, of the 1800 block of Park Avenue, Beloit, was charged last week with receiving stolen property and theft from a person in a March 11 incident in Beloit, disorderly conduct and felony bail jumping for a July 10 incident, and assault by prisoners and felony bail jumping in a July 11 incident.

Brooks remains in Rock County Jail on a $1 million bond as he awaits charges
in the March 27 death of Julienne McGuire.

According to the criminal complaint, the March 11 incident occurred at Walgreens on Prairie Avenue in Beloit at about 8 p.m. The victim told police she was approached by a black male while she was walking to her car carrying a grocery bag and two gallons of tea.

The man demanded money and when he put a hand inside his jacket as though threatening a weapon, she gave him her purse, according to the complaint.

The woman said the man then approached the driver's side of her vehicle and motioned her to open the car, telling her he needed a ride. She told police she was afraid to let him in the car, so she ran around the back of the car screaming for help. She ran inside the store, but not before falling and hitting her head on the pavement.

The woman was able only to describe the man's clothing because she did not get a good look at him.

The next day, the woman called police to report that someone had found some of her belongings in t
he field behind a business on Cranston Road. The woman found her purse March 26 north of some apartments in the 2000 block of Pioneer Drive in Beloit. Her credit cards, bank card and her driver's license were missing.

On April 25, Beloit police executed a search warrant on a vehicle belonging to Brooks as part of the murder investigation and found three credit cards and the driver's license belonging to the woman robbed at Walgreens.

On April 24, however, Brooks was questioned about the purse snatching incident and allegedly confessed to following a woman out of Walgreens and taking her purse, which he later discarded. He said he never tried to use the credit cards because he didn't know how, nor did he use her personal information.

The July 10 incident occurred while Brooks was incarcerated. According to the complaint, a correctional officer was doing a walk through of the unit where Brooks was held when he smelled human feces. He found a bottle with a brown liquid in th
e dayroom area with a splatter trail leading to a cell occupied only by Brooks.

Brooks was questioned and denied throwing the bottle, and then later admitted doing it, saying he threw the liquid feces several times and enjoyed doing it. He also allegedly said he intended to throw feces and bodily fluids at correctional officers.


According to the complaint, Brooks then said the only reason he didn't kill this correctional officer's son when he saw him at the Janesville Mall one time was because he was “busy stalking other prey.” Brooks then said a person who was with him saw the officer and that the officer should be worried about that, and he made further “threats of violent sex and murder” toward the officer's family.

The July 11 incident occurred when a disciplinary hearing was being held for Brooks regarding comments he allegedly made to the correctional officer July 10. During this incident he allegedly threw urine at the correctional officer.

Rock County Sheriff's Department Chief Deputy Robert Spoden said Brooks had been making threats against correctional officers even before the July incidents occurred.

“He's made threats against officers and we have him on extra security based on that,” Spoden said prior to these incidents.

Rock County District Attorney David O'Leary did not return a call seeking comment.

Brooks has a pretrial conference for the McGuire homicide Friday.

McGuire was found stabbed to death in the Edward Jones office in the 300 block of State Street where she was a branch officer administrator. Brooks is charged with first degree homicide in her death.

BELOIT, Wis. -- Beloit police confirmed they have questioned an ex-boyfriend of a Janesville woman found dead in a downtown Beloit business.

Police refused to call the man a suspect in the homicide investigation, but they haven't ruled out talking to him again.

Julienne McGuire, 44, was found dead Monday morning. She opened the Edward Jones office building in downtown Beloit at 8 a.m. A co-worker found her dead around 9:30 a.m. An autopsy is scheduled to be perfo
rmed on McGuire on Tuesday afternoon.

Police won't release information on how or why McGuire was killed, saying it may hurt the investigation.

?We aren't saying anything about cause of death because that would lead to a motive, which is information that we need to keep close to our detectives when they interview people or actually interrogate them,? said Beloit Police Chief Norm Jacobs.

McGuire had a restraining order issued last year against an ex-boyfriend. He was questioned in the presence of his attorney.

?He gave us some information that will help us with the case,? said Jacobs. ?And we haven't decided he's a suspect. And we may or may not talk with him again.? The office was back open Tuesday. Co-workers told News 3 they are puzzled by the shocking murder.

?Can you imagine? You know something like this happening right across the street and never hearing a word? It's really sad,? said Beloit resident Cindy Thomas.

Police say it's especially hard because man
y people who live and work in Beloit knew McGuire.

?People would walk by the business and wave or knock on the window going in,? said Jacobs. ?They know who she was. And they're very concerned."

Police told News 3 the murder was an isolated incident, but they wouldn't say if they believe McGuire knew her attacker.

Citizen tips have yielded many leads, WISC-TV reported. Beloit police are asking again for anyone working in the downtown Beloit area with information on any suspicious activity to call (608) 364-6800.

McGuire told the Janesville Gazette last year that she feared for her life after her ex-boyfriend was arrested for stalking her. The man tells the Gazette he has an alibi.

Meanwhile, police continue the search for two big pieces of evidence: a murder weapon and McGuire?s purse.

Trial delayed again in killing of Janesville woman

JANESVILLE, Wis. - Trial has been delayed again for a Beloit man accused of killing a 44-year-old woman whose body was found at her office.

Shawn Odell Brooks has pleaded not guilty to a charge of first-degree murder in connection with the death of Julienne McGuire one year ago this month.

On Friday, Circuit Court Judge James P- Daley granted the defense's motion to delay the trial until September.

Brook's attorney, Ronald Benavides, said he just received preliminary trial transcripts and he is waiting on reports from psychiatrists who interviewed the 35-year-old Brooks.

Rock County District Attorney David O'Leary said he couldn't object to the motion if the defense needs time to prepare. He also said going to trial in April may have opened the doors for an automatic appeal.

According to a criminal complaint, investigators believe Brooks stabbed McGuire, cut her throat and stole her jewelry. Her body was found at the downtown Beloit Edward Jones office where she worked.
