Chamette Man Accused In Rape Of Mentally Challenged Teen

NEW ORLEANS -- A St. Bernard Parish man was arrested Wednesday in connection with the rape of a mentally challenged Chalmette girl. Investigators said that on two other occasions, the man allegedly raped her with four friends.

Martin Collins, 24, of 412 DeLaRonde Drive in the Village Square section of Chalmette was booked with simple rape, possession with the intent to distribute marijuana, possession of a gun while in the presence of controlled dangerous substances and contributing to


the delinquency of a juvenile.

Arrested with Collins were Will Rouge, 21, and Edwin Jackson, 25, both o
f New Orleans. Rouge and Jackson were charged with possession with the intent to distribute marijuana, possession of drug paraphernalia and possession of a gun while in the presence of controlled dangerous substances.

The investigation is continuing as to whether Rouge and Jackson had any involvement in the alleged rape.

Sheriff Jack Stephens said the 16-year-old victim apparently ran away from home three times in the past few months, with her mother reporting the girl as a runaway. Detectives learned that the girl would allegedly stay with Collins at his Village Square apartment, where Collins allegedly gave the victim marijuana.

Armed with that information after the victim returned home Wednesday, detectives executed a search warrant at Collins' apartment and found Collins, Rouge and Jackson inside. Detectives said they also found more than a pound of marijuana with an

d street value of $900 and drug paraphernalia.

Stephens said the investigation is continuing, as is the s
earch for the possible four other suspects.
