Former Shreveport Officer Found Guilty of Rape

A former Shreveport police officer has been found guilty of raping a woman he stopped for a traffic violation. The officer was found NOT guilty on a separate charge of molestation of a juvenile. Caddo Parish District Judge Leon Emanuel determined the verdict in the case after former officer Fredrick Harris, 29, waived his right to a jury trial. The verdict was announced just before 6pm Wednesday. Testimony got underway Tuesday.

In March 2003, a Caddo Parish grand jury indicted Harris for forcible rape. Shreveport police had terminated Harris the month before. At the tim
e, investigators said Harris stopped a vehicle while on patrol. The female driver had two warrants for her arrest for traffic violations, police said. Police say Harris took the 25-year-old Shreveport woman into custody. Investigators say Harris then drove the woman to the 100 block of Pete Harris where he allegedly forced her to have sex.


In July 2002, Shreveport police say Harris was transporting a 14-year-old girl from a youth shelter to her home when he allegedly pulled his patrol car next to a vacant building and attempted to have sex with her. Investigators say the alleged attempt was unsuccessful and Harris drove the girl home. The grand jury indicted Harris for one count of molestation of a juvenile in connection with that incident. However, the judge found Harris NOT guilty on the

estation count.


Harris worked for the Shreveport Police Department for 3.5 years before he was terminated February 20, 2003. "This man is not fit to wear the unif
orm of a Shreveport police officer or any other law enforcement officer," said then Police Chief Jim Roberts shortly after firing Harris.

Former Police Officer's Rape Sentence Delayed

A former Shreveport police officer convicted of rape has asked for more time before he gets his sentence. In January of 2003 Fredrick Harris reportedly pulled over a 25 year old woman then forced her to have sex. A jury found him guilty of that rape, but his lawyer says all of the evidence was not presented during that time.

Harris personally asked Leon Emanuel for a new trial. That request was denied however, the judge said no new evidence - no new trial. Harris' defense attorney, Ricky Swift argued that they needed more time to let the court know what Harris has been doing in the community sense his conviction. The defense also asked the judge to consider that the victim&#39

;s statement was not consistent with a rape victim. And
that there was no physical evidence linking Harris to the crime. However police say physical evidence was found in Harris' patrol car which included a condom. The prosecution said the defense was simply rehashing his closing arguments from the trial. A sentence hearing has been scheduled for March 28th, that's when the former police officer will try to show evidence of good character. This is seen as a means to lighten a sentence that has the potential of being very harsh.
