JACKSONVILLE, Fla. -- Federal prosecutors have charged Robert Brown, 62, and Laurette Hunter, 41, with 12 counts of health care fraud, along with conspiracy, mail fraud and making false statements after a grand jury indicted the pair for actions while they ran a medical clinic on Jacksonville's Southside.
Brown, who owned RCB Inc. Medical Clinic, is also charged with 10 counts of money laundering.
According to the indictment, between March 2002 and September 2004, Brown and Hunter conspired to fraudulently bill private insurance companies for patient
services never performed by RCB. U.S. Attorney Paul I. Perez said many of the alleged patients were billed for s
ervices every day, for extended periods of time, for services ranging from injections to diagnostic tests when the procedures were never performed there.
The indictment also alleges that Brown directed Hunter and another RCB employee to perform medical tests on themselves in order to create test result print-outs to support the false claim forms submitted to the private insurance companies. In total, the private insurance companies reimbursed RCB almost $2 million for false claims.
The maximum penalty on the conspiracy charge is five years in prison, along with up to 10 years for each of the counts of health care fraud, five years for each count of making a false statement and each count of mail fraud could result in 20 years in prison.
The two were arrested Monday on $50,000 bond each.

JACKSONVILLE -- Florida authorities are investigating allegations that a doctor who lost his medical license over sex offenses with teenage girls has been running a clinic that performs gynecological exams.
The links between Robert C. Brown and RCB Inc. Medical Clinic were disclosed Monday when Brown and his office manager were indicted by a federal grand jury on char
ges that they
conspired to commit health care fraud.
It was unclear whether Brown could legally work as a clinic owner or administrator.
Brown is registered as a sex offender with Florida Department of Law Enforcement because he pleaded no contest to two charges of having unlawful sex with teenage girls in November 1996 and January 1997. He served 42 months in prison of a fo
ur-year sentence and remains on probation until Oct. 13, 2006. He also agreed to surrender his medical license.
In exchange for his no contest plea, prosecutors agreed to drop six other sex-related charges and three drug charges. If he had been found guilty at trial, he faced a sentence of 43 to 67 years.
Florida Department of Corrections spokeswoman Debra Buchanan said there is nothing in Brown's probation agreement that keeps him from owning or serving as administrator of a medical clinic.
If convicted of all charges in the 39-count indictment, Brown faces up to life in prison.

also is seeking forfeiture of his two 2004 Cadillac Escalades, two 1995 Mercedes-Benzes, Brown's Jacksonville home, a 39-foot Chris Craft boat, and $777,140 in five bank accounts. If convicted, he could also be liable for the losses incurred by the insurance companies.
Brown had a checkered career as a gynecologist. The state health department recorded 22 complaints and 45 ma
lpractice cases filed against him when he was licensed.
