The College Board to Continue Participating in the Racially Segregated National Merit Scholarship Program

In a letter to The College Board last October, Patrick Hayashi, a past trustee of the College Board and a former associate vice president of the University of California system, urged the board to abandon its relationship with the National Merit Scholarship Corporation. In order to qualify for a National Merit Scholarship, a student must take The College Board's Preliminary Scholastic Assessment Test (PSAT) in October of their junior year. In his letter Hayashi wrote, "The College Board's endorsement of the National Merit Scholarship Program enables it to advance a false definition of merit, one that harms especially underrepresented minorities,
poor students, and non-native speakers of English.
"

After studying the issue The College Board appears to have agreed to continue its relationship with the National Merit Scholarship Corporation. This is despite the fact that an estimated 99 percent of all black students who take the PSAT are eliminated from obtaining National Merit Scholarships because they do not meet the minimum test.

The National Merit Scholarship Corporation continues to refuse to disclose the racial makeup of the pool of students who qualify for their awards. Because so few blacks win National Merit Scholarships, many years ago the organization established the separate National Achievement Scholarships for Outstanding Negro Students. These Achievement Scholarships were restricted to black students only. While these Achievement Scholarships relieve some of the racial inequity in the dollar awards of the National Merit Scholarship
program, the black-only scholarships come with a stigmatization.

In JBHE's view,
the unfortunate message to winners of the National Achievement Scholarship is: "You are smart --for a Negro."
