LAS VEGAS (KSNV) — A Las Vegas man was arrested Tuesday after his dog was found hanging from a fence in an east valley apartment complex, according to an arrest report.

Tobenna Okobi, 40, was taken into custody on suspicion of willful or malicious torture or killing of a dog. He was also booked on two outstanding bench warrants related to drug possession and concealed carry without a permit.

In their arrest report for Okobi, Las Vegas Metropolitan Police say they were called to an apartment complex in the 3600 block of Boulder Highway to assist Animal Control.

An animal control officer told police a puppy was hanging on a fence and was no longer breathing, and that the suspect had left it near the main entrance for about a day, the report states.

The police officer who responded took the suspect, identified as Okobi, into custody. Okobi said he was looking for his dog and didn't know it was tied up or who was responsible, according to the arrest report.

LVMPD writes that surveillance video showed Okobi walking to the front of the complex at about 3 a.m. Tuesday, and a few minutes later he was seen walking to the rear without his dog.

"Due to the fact that Tobenna left his dog unattended in 113-degree weather without food or water and the dog ultimately passed away, Tobenna was placed under arrested," police wrote.
