Warrant issued for JPD officer

Jackson police detectives obtained an arrest warrant Wednesday for a fellow officer who has been accused of having sex with a 13-year-old girl he mentored, officials said.

Officer Perry Coleman, a patrol officer who has worked with the Jackson Police Department since 1992, met the girl a couple of years ago through the police Explorer program at Powell Middle School, said the girl's grandmother. The Explorer program is designed to help teach discipline to youth and have them become interested in police work.

lice Chief Robert Moore said. Coleman had not been arrested late Wedn
esday.
When arrested, Coleman would be the second Jackson police officer arrested since July 2002. Before Moore's arrival in 2002, the department had been plagued by officer arrests. In 2000, a dozen were arrested on various charges, including extortion, sexual battery and drug violations.

"It is a sad day for us," Moore said, "but we are going to move forward."

Coleman was off duty Monday when the alleged rape occurred at his home, Moore said.

The accuser's grandmother attended a Tuesday news conference where Moore announced the allegations because she said she wanted to "make sure this man gets off the streets." The Clarion-Ledger does not identify people who allege sexual assault.

Coleman and the girl had lost contact with one another after the girl left the Explorer program, but met again about two weeks ago, the grandmother said.

h other with the mother's OK because she never imagined anything like this," the grandmother said. "He's a police officer an
d should be a good role model."

Coleman and the girl went shopping Monday, then stopped by Coleman's house, the grandmother said.

"He went into another room and she was alone watching TV," the grandmother said. "A few minutes later, he came back and turned off the TV. She said she got up because she thought they were about to leave. But he pushed her down on the couch and held her.

"She was begging, pleading, but he wouldn't let her up. He penetrated her," she said.

Police would not say whether the girl was taken to a hospital.

Coleman was the first Jackson police officer to live in a Habitat for Humanity house at 280 Manship St. through the department's Midtown community policing effort in 1996. He moved out in 1998.

ger he moved because he thought the city should help him pay his utilities and house note since he had a police office in his home.
Neighbors and Midtown businesses circulated a petition asking the cit
y to bring him back, but another officer moved into the house a year later.

"My dealings with him were always positive," said Wydett Hawkins, owner of Wasco Town Coin Laundry on Bailey Avenue. "He seemed concerned about the business community and was sincere about what he was doing. It's hard to imagine him doing something like this."

Andrew Horne, an 85-year-old Lamar Street resident, said Coleman often checked on the elderly in Midtown.

"I hated to see him go," Horne said. "He knew my daughter and always was respectful to us. It don't add up from what I knew of him."

The Jackson police officer wanted in connection with the rape of a teen is now in police custody. Officer Perry Coleman turned himself in at police headquarters Thursday evening. He made his first appearance before a judge Friday, shielded from cameras.

ers blocked access to get video of his arrival and departure. Normally, cameras are given all access to the parking lot where offenders are brought i
nto the courtroom. These actions came after a statement from Chief Robert Moore indicating that Coleman would not receive any special treatment because he was a member of their department.

"As Police Chief Robert Moore said yesterday, everyone is innocent until proven guilty. The judicial process will make this case as it will in every case, and no one receives any special treatment from the Jackson Police Department," stated Jackson Police spokesperson Robert Graham.

During his court appearance, bond was denied for Perry Coleman, who has been put on administrative leave with pay. Coleman is now officially charged with statutory rape of a 13-year-old girl, who he was mentoring through the Jackson Police Explorers Program.

The family of the alleged victim, who were in court Friday morning, would only say they were pleased to h
ear
of his arrest.

The Jackson Police Department would not release a mug shot of Perry Coleman after he was booked in.

Officer Released From Prison, No Explanation Why

Jackson Police tell WLBT it has not asked an independent party to conduct the criminal investigation against officer Perry Coleman.

The Attorney General's office says that's OK, because JPD has an internal affairs division.

JPD has said Coleman wouldn't receive special treatment. But, JPD refused to release a mugshot of him following his arrest. When Coleman was brought into municipal court late last week, officers blocked the area where cameras are normally allowed to film suspects.

On Monday, municipal court judge Oran Page released Coleman on his own recognizance. Coleman never paid a bond.

A few days ago Page denied Coleman bond, keeping him in jail.

LBT checked the records of past JPD officers arrested on similar charges.

According to Jackson Municipal Court and Hinds County Jail records, not one was released without paying a bond. Former officer Shelvy Coleman who was arrested in 2000 for capital rape and sexual battery. He was released on $50,000 bond. Shelvy Coleman later plead guilty.

The same year Thomas Catchings and Maceo Simmons were arrested on several sex charges . Their bonds were $25,000 each. They were later acquitted.

In 2003 Jeffrey Webb was arrested for rape. His bond was also set at $25,000. His case is still pending.

Even former officer Myrtis Walker, who was arrested for extortion in 2002, was given a one thousand dollar bond. A jury couldn't decide her case.

JPD says whether or not someone should have a bond is up to the judge.

WLBT called Judge Page to ask why Coleman was released Monday, he was unavailable for comment.

Cop not indicted on sex charge

A grand jury didn't indict a veteran Jackson police officer accused of having sex with a 13-year-old girl he once mentored, the Hinds County district attorney's office confirmed.

Officer Perry Coleman, a member of the Police Department since 1992, was charged in December with statutory rape involving the girl.

"There was a lack of forensic evidence to substantiate the allegation," District Attorney Faye Peterson said.

and her family couldn't be reached for comment. The Clarion-Ledger doesn't name victims alleging sexual assault.

Coleman was off duty when the allege
d rape occurred at his home, according to reports.

Coleman couldn't be reached for comment, but his attorney, Darla Palmer, said she thinks her client was unfairly treated. "Based on what I knew of the evidence, he was just wrongly accused," Palmer said.

Assistant District Attorney Robert Taylor said the case was presented April 11.

Police spokesman Robert Graham said Coleman has remained on administrative leave with pay since the charge.

Palmer said Coleman should be able to return to his job now that the grand jury said he should not be prosecuted.

Whether he gets his job back will be left up to the police chief, said Lee Vance, head of the police Internal Affairs Division. An investigation is ongoing, although the criminal investigation has ended, Vance s

Coleman and the girl had been paired when she was in the Powell Middle School police Explorer program about two years earlier, but met again about two weeks before the alleged attack, the girl's gran

Coleman and the girl went shopping the day of the alleged attack, then stopped by Coleman's house, the grandmother said. He allegedly assaulted there, she said.
