A Bronx felon was charged with attempted murder and other offenses on Tuesday for allegedly shooting a man on a crowded Manhattan sidewalk, sending tourists scrambling for cover.
Michael Rowe, 23, was on probation when he allegedly opened fire in Hell’s Kitchen during an argument with the other man around 5:45 p.m., according to the US Attorney’s Office for the Southern District of New York.
The victim, identified as 28-year-old Shaquille Bailey, suffered multiple gunshot wounds in the point-blank range shooting, police said.
Rowe was charged by the NYPD with attempted murder, assault and criminal possession of a weapon.
The alleged shooter is also facing a federal charge of possessing ammunition after a felony conviction, the US attorney’s office said.
Saturday’s shooting was captured on camera, showing a man identified as Rowe allegedly firing his .380 pistol at the victim on West 46th Street near Ninth Avenue.
The pair had been arguing in the minutes before gunfire until Rowe allegedly walked out of the frame and returned moments later with the firearm in his hands.
“What’s up, n–a,” he can be heard saying before allegedly shooting at the man, sending shocked pedestrians fumbling out of the line of fire.

Bailey was being treated at Mount Sinai West Hospital for multiple gunshot wounds to the shoulder and hip.


A second victim was also rushed to the hospital.


Rowe was out on supervised release at the time of the incident following a 2019 conviction for a case involving a gang.


After serving nearly two years behind bars, Rowe was arrested again in February 2021, federal authorities said.

Rowe also has an extensive history with the NYPD, a spokesperson told The Post.


Since 2018, he has been picked up at least seven times on drug possession, weapon possession, robbery and menacing charges — two of which were brought down in the months before Saturday’s shooting.


Rowe was tracked down after officials matched the gunman’s clothing to the outfit surveillance footage captured him wearing when he returned to his Bronx home after the shooting.


A witness, who was also involved in the same 2019 gang case with Rowe, identified the 23-year-old as the alleged gunman.


Cops later recovered a shell casing from the scene that matched a firearm Rowe allegedly possessed illegally.

“The NYPD will never relent in our fight against gun violence in our city,” NYPD Commissioner Keechant Sewell said in a statement.


“And anyone who threatens our public safety with such reckless behavior must be held accountable to the fullest extent of the law.”


Rowe could face a maximum sentence of life in prison if convicted of the federal charge.
