In 2016, Cornelius Green was accused of stealing $2,500 from Carr Lane Visual and Performing Arts Middle School in St. Louis to set up the murder-for-hire plot, federal prosecutors said. Green had worked for the school since 2002, KTVI reported.

Green sent the money to his longtime friend, Phillip Cutler, who was directed to kill Jocelyn Peters, according to the federal indictment. Peters, 30, was a third grade teacher at Mann Elementary School in St. Louis, according to KSDK, and was 27 weeks pregnant with Green’s child. Green, who was married, went to Chicago on March 22, 2016, to establish an alibi as Cutler drove to Peters’ home two days later in Green’s vehicle, prosecutors said.

“Cutler ... unlawfully entered Jocelyn Peters’ apartment ... found Peters in her bed, shot her with a .380 caliber firearm in her head, using a potato as a silencer to muffle the sound of the shot,” according to court records. “Jocelyn Peters and her unborn child were killed as a result of co-defendant Cutler shooting Peters in the head.”

A former St. Louis middle school principal pleaded guilty to charges in federal court after admitting he hired his friend to kill his pregnant girlfriend in 2016.

Federal prosecutors said Cornelius Green, formerly a principal at Carr Lane Visual and Performing Arts Middle School, paid Phillip Cutler $2,500 to murder 30-year-old teacher Jocelyn Peters. Cutler is scheduled to go to trial for his alleged role.


The money was stolen from a school fund for a field trip, KSDK reported, and mailed to Cutler via UPS using the school's address as a return address, according to a plea agreement reviewed by Fox News Digital.

Green pleaded guilty Wednesday to federal charges of murder-for-hire and conspiracy to commit murder-for-hire. If he is sentenced to life in prison, according to the plea agreement, state charges of two counts of first-degree murder and two counts of armed criminal action and one count of burglary will be dropped.

The state charges carried the possibility of the death penalty.

Peters was a third-grade teacher at nearby Mann Elementary School and, according to The Kansas City Star, was more than 27 weeks pregnant with Green's child.

On February 29, 2016, about three weeks before Peters was shot dead in her Central West End apartment on March 24, 2016, Green sent a text message to Cutler asking him to come to St. Louis on the week of March 20.

"Ok, that will work, u gonna b sending the pacge [sic]?" Cutler replied, according to the plea agreement.
Cutler arrived in St. Louis three days before Peters was killed, staying with Green and his sister, according to court documents.

The next day, Green traveled to Chicago so he would have an alibi, prosecutors said. Cutler allegedly drove him to his train, and Green left him with keys to his car and Peters' apartment.

In the early morning hours of March 24, Cutler fatally shot Peters with a .380-caliber gun while she slept and used a potato as a silencer, according to court documents.
The alleged hitman then called Green soon afterward to tell him Peters was dead – several hours later, at 6:40 a.m., the former principal bought an Amtrak ticket to return home, according to court documents.


When he got back to St. Louis, he feigned the discovery of Peters' body at her apartment and called police.

Legally, Green was married to another woman at the time of the killing and involved in several other romantic relationships, KSDK reported.

Green's sentencing is scheduled for June 5 at 10 a.m., according to the outlet, and Cutler's trial on federal murder-for-hire and conspiracy to commit murder-for-hire charges is slated to begin on March 11.

A former St. Louis middle school principal who hired a friend to kill his pregnant girlfriend pleaded guilty Wednesday in federal court to felony charges of murder-for-hire and conspiracy to commit murder-for-hire.

As reported by KSDK, federal prosecutors said Cornelius M. Green, a principal at Carr Lane Visual and Performing Arts Middle School, paid Phillip Cutler $2,500 to murder Jocelyn Peters and her unborn child inside her Central West End apartment in March 2016.

Peters was 27 Weeks Pregnant with Green's Child

Peters, 30, was more than 27 weeks pregnant with her and Green's child. On Feb. 29, about three weeks before Peters' murder, Green sent a text message to Cutler, asking him to come to St. Louis the week of March 20.

A week later, Green sent a UPS package containing money to Cutler, who lived in Oklahoma. Green had stolen the money from the school where he worked and used the school's address as the return address on the package.

Green Traveled to Chicago So He Would Have an Alibi for Peters' Murder

On March 21, three days before Peters was murdered, Cutler traveled to St. Louis and stayed with Green and his sister for the next several nights. The next day, Green and Cutler drove to the Gateway Transportation Center in downtown St. Louis, where Green boarded an Amtrak train to Chicago. He left behind a set of keys to his car and to Peters' apartment.

According to prosecutors, Green traveled to Chicago so he'd have an alibi for his girlfriend's murder. In the early morning hours of March 24, Cutler drove to Peters' apartment on West Pine Street and found her in her bed. He fatally shot her in the head with a .380-caliber gun, using a potato to muffle the sound of the shot.

Green was Married to Another Woman, Involved in Multiple Romantic Relationships

Cutler then called Green to tell him that his girlfriend was dead. Green was legally married to another woman and involved in multiple romantic relationships with other women at the time of Peters' murder.

At about 6:40 a.m., Green bought an Amtrak ticket to return to St. Louis. When he arrived in St. Louis, he went directly to Peters' apartment and called 911, pretending he had no knowledge of her murder.

If Green is sentenced to life in prison on the federal charges, the St. Louis Circuit Attorney's Office will drop state charges of two counts of first-degree murder, two counts of armed criminal action and one count of burglary, according to the plea agreement. The state charges carried the possibility of the death penalty.

Judge Ronnie L. White set Green's sentencing for June 5 at 10 a.m. Cutler is also charged with murder-for-hire and conspiracy to commit murder-for-hire. His trial is scheduled to begin on March 11 unless he reaches a plea agreement with prosecutors.
