Bad News for Philly Schools

PHILADELPHIA-April 4, 2005 --About 15 percent of teachers in Philadelphia public schools are not "highly qualified" under the federal No Child Left Behind law.

State and school district officials say that means it's unlikely the district will meet the requirement that all teachers reach that level by June 2006.

The problem is biggest in middle schools. For decades, the state has allowed many urban middle schools to staff seventh and eighth grades with elementary-certified teachers. (That's about the right level for niglet students.)

Now they must demonstrate their knowledge in math, English, science and social studies.
