Assault Forces Amputation Of Child's Arm

HARTFORD, Conn. -- A 29-year-old Hartford man nicknamed "Scarface" was being sought by police Saturday on charges he beat a 6-year-old girl so severely that her left arm had to be amputated.

Police would not say how the child was injured.

Officials at the state Department of Children and Families also would not comment on the case, citing state confidentiality laws.

The Hartford Courant, citing sources it did not identify, said Hoy is the father of the child's siblings.

Detectives with the Hartford Police Department's Juvenile Investigative Division have secured an arrest warrant for Jamie Hoy, 29, of 1 Lawrence Street, Hartford, according to a news release issued by the Hartford

Hoy, known as "Scarface" because of a scar that runs across the right side of his face,
is described as 6 feet 2 inches tall, 170 pounds in weight, with brown hair and eyes.

He is thought by Hartford police to be armed and extremely dangerous. He may have also shaved his head.

Hoy is charged with two counts of kidnapping with a firearm in the first degree, one count of assault in the first degree, reckless endangerment first, risk of injury to a minor and assault third. A Hartford Superior Court Judge has set bond at $500,000.

He also is wanted by Hartford police on two outstanding failures to appear warrants for assault on police and larceny in the first degree, and wanted by New Britain and West Hartford Police on unrelated cases.
