2 Afghan refugees charged with federal crimes while at Fort McCoy

MADISON, Wis. —
A federal grand jury in Madison has indicted two Afghan refugees at Fort McCoy on unrelated crimes.

The charges were announced Wednesday afternoon by federal prosecutors in the Western District of Wisconsin.


According to the indictment, Bahrullah Noori, 20, sexually assaulted more than one minor while at Fort McCoy.

He was charged with one count of attempting to engage in a sexual act with a minor using force against that person and three counts of engaging in a sexual act with a minor, with one count alleging the use of force.

The indictment alleges the victims were younger than 16 years old and were at least four years younger than Noori.

Mohammad Haroon Imaad, 32, was charged with assaulting his spouse by strangling and suffocating her.

The indictment alleged the assault occurred on Sept. 7, 2021.

According to a criminal complaint, the victim told investigators Imaad "threatened to send her back to Afghanistan where the Taliban could deal with her."

The two men were arrested by the US Marshal Service and held at the Dane County Jail.

They made initial court appearances in Madison on Sept. 16.

Noori and Imaad were scheduled for arraignment Thursday morning.

If convicted, Noori faces a mandatory minimum penalty of 30 years and a maximum of life in federal prison on the charges alleging use of force, and a maximum penalty of 15 years on the other two charges.

Imaad faces a maximum penalty of 10 years.

The charges against them are the result of investigations by the Federal Bureau of Investigation and the Fort McCoy Police Department.

No other details have been released.

Democratic Rep. Gwen Moore, of Milwaukee, had called on an investigation into allegations of mistreatment at Fort McCoy.

Both Democratic Sen. Tammy Baldwin and Republican Sen. Ron Johnson have visited Fort McCoy.
